Culture, including cultural tourism, is hard to define and when something cannot be clearly described it is difficult to devise effective policies or judge their success. The Framework for Cultural Statistics (FCS) is a new UNESCO tool for organizing cultural statistics both nationally and internationally. It uses an approach that will enable the measurement of a wide range of cultural expressions irrespective of the particular economic and social mode of their production. UNESCO defines culture as the set of distinctive spiritual, material, intellectual and emotional features of society or a social group, that encompasses, not only art and literature, but lifestyles, ways of living together, value systems, traditions and beliefs. It is not always possible to measure beliefs and values, but it is possible to measure associated behaviours and practices. The Framework uses the 'culture cycle' model to understand the relationships between the different cultural processes. It divides cultural activity into eight domains with three cross-cutting transversal dimensions - Education and Training, Intangible Cultural Heritage, and Archiving and Preserving. Tourism, based around UNWTO concepts, is one of the domains identified. The measurement of the economic aspect of culture is more fully developed due to the greater availability of economic data and the existence of many international classification systems. However, the social dimension of culture, including culture participation and intangible cultural heritage is equally important. Cultural diversity is one key dimension of culture which is addressed. The Framework was developed by thorough worldwide consultation with international agencies, experts, and national authorities in 2005-9. UNESCO will begin implementing the new standard from 2010. The Framework clarifies the relationship between various cultural activities, allowing better targeting of policies, including those for cultural tourism. It introduces new approaches for the analysis of key concerns of conference attendees such as social and economic impact, education, and 'sectors' such as gaming, hospitality, or new media.
