For many years tourism was seen as a major force in supporting the preservation of tangible and intangible heritage. The increased direct and indirect economic benefits generated by tourism were seen as essential in providing the economic resources necessary to retain and maintain heritage resources. In addition, nations and destinations were increasingly aware of the importance of heritage resources as an overall tool for community economic development within a tourism context. Based on these advantages there was a great deal of optimism about the relationship between tourism and heritage resources protection. However, in many places in the world considerable visitation levels are threatening the integrity of many heritage resources and sites, especially those who do not have visitor management plans. There is now growing concern that tourism rather than being a friend of heritage preservation is now becoming a foe due to the significant negative impacts on both tangible and intangible heritage from large-scale visitation. As visitor numbers grow throughout Asia the problems will only increase and the authors recognize that achieving a balance between economic development and heritage protection will require both technical acumen and a sound stakeholder planning and development process. While there are many levels to understanding the pressure on resources from national level planning and management to site specific concerns this situation can have important implications for destinations where heritage is a major part of the overall tourism product. Clearly the solution is not to stop tourism activity but rather better manage tourism numbers and develop tourism policies that respect the carrying capacity of a destination's heritage resources. This is obviously a multi faceted issue and in this paper we will be looking at selected dimensions of the larger management challenge. We will address issues of better understanding tourism motivations, destination branding and the visitor management aspects of destination management. There is clearly a very important relationship between heritage preservation and tourism. For some destinations tourism would not exist if it were not for its heritage values and attractions. In a similar vein, heritage might not be revitalized and preserved if it were not for the existence of tourism and direct or indirect economic developments due to tourism.
