국문 초록

본 연구에서는 개별공시지가 자료의 검증을 위하여 개별공시지가 산정에 적용한 토지특성의 정확성 여부와 비교표준지 선정에 대한 자료를 분석하는 효과적인 방법을 제시하고, 이를 통해 개별공시지가 자료의 정확성 제고를 위한 방향을 제시하고자 하였다. 이를 위해 서울시 동대문구에 구축되어 있는 토지정보시스템의 데이터베이스 및 개별공시지가 자료를 GIS 및 관련 프로그램을 이용하여 개별공시지가 자료의 오류를 분석하는 과정을 예시하였다. 분석과정은 우선 동대문구 전체의 개별공시지가 가격별 분포도를 작성하여 분석 지가의 균형이 맞지 않는 오류 토지를 검출하는 과정을 예시하였고, 두 번째로는 표준지에 대한 표준지 분포도 및 적용필지 분포를 표시한 도면을 활용하여 표준지 선택의 적정성 여부 를 분석하였다. 세 번째로는 개별토지의 토지특성항목에 대한 자료 중 검증이 가능한 항목에 대하여 토지특성 항목별 적용에 따른 도면을 작성하여 토지특성자료의 정확성 여부를 검증하였다.

영문 초록

This study proposed a method to improve the error verification process of individual public land price data using the GIS. The analysis processes employed in the study are as follows: Firstly, by building the individual public land price in the entire Dongdaemun-ku, we selected the wrongly assigned pieces of land which are unbalanced with the analytical land price data. Secondly, by using standard land price map and parcel map determined by their standard land, we analyzed the validity for selection of standard land price data. Thirdly, we illustrated the process to sort out the error parts in some land characteristics items among the individual land price data. The analysis processes described above revealed that using the GIS techniques would be efficient for the utilization of the individual public land price data and the accuracy improvement of the land characteristics.
