국문 초록

본 연구는 금융기관의 PF업무 담당자 중 개발신탁사업과 관련된 업무를 수행하는 실무자를 대상으로 하여 PF사업에서 시공회사의 도산이 금융기관에 미치는 영향, 수익권의 유동화가 어려운 원인을 규명하고, 유동화시에 금융기관 및 금융시장 전반에 미칠 영향 등을 분석한 것이다. 수익권을 유동화하면 금융기관은 PF사업에 대한 대출 의사결정 시간보다 신속하게 유동화증권의 매입을 결정할 수 있을 것이고, 채권회수의 안정성을 위하여 유동화증권을 매입할 것이라는 가설을 세우고, 이를 검증하였다. 수익권의 유동화는 금융기관 입장에서 보면 PF사업의 대출채권보다 투자금의 회수가 안정적이고, 조기 현금화가 가능하며, 조기 회수된 자금은 새로운 대출자원으로 활용할 수 있기 때문이다. 또한 신용보강 장치, 신용평가보고서 및 유동화증권의 중도환매 여부 등을 고려한 유동화증권 매입의사 결정은 기존 PF대출 의사결정보다 신속하여 업무효율성에 기여할 것으로 판단된다.

영문 초록

This study identified the reasons for the difficulties in the securitization of the beneficiary right as well as the impact of the bankruptcy of a construction company on project financing business, aimed at those in charge of development trust business among those engaged in project financing work in financial institutions, and analyzed their impact on financial institutions and the financial market throughout during securitization process. The study set up an assumption that if the beneficiary right is securitized, financial institutions may be able to decide the purchase of securitization securities more promptly than at the time of decision-making for borrowing for project financing projects, and they will purchase securitized securities for the stability of debt collection, and verified the assumption. This is because the securitization of the beneficiary right would be more stable for collecting investment rather than the loan obligation of project financing business and could be cashed earlier, and the earlier collected funds could be utilized as a new source of borrowing from the perspective of financial institutions. Moreover, the decision-making for the purchase of securitization securities given the device for the reinforcement of credit, credit assessment report and the repurchase of securitization securities before maturity date, is supposed to be beneficial for work efficiency as it is more prompt than decision-making for existing project financing borrowing.
