초등 생존수영교육을 위한 협력적 거버넌스: 수영장이 없는 초등학교 사례 연구

국문 초록

본 연구는 수영장이 없는 초등학교의 생존수영교육을 협력적 거버넌스 관점에서 사례분석 하였다. 민·관·학의 협력과정, 갈등, 성공요인의 역동성에 대한 분석을 통해서 초등학교 생존수영교육에서의 협력적 거버넌스 방안을 도출하였다. 이론적 고찰, 전문가 회의, 생존수영교육 참관, 심층면담을 실시하여 자료를 수집하고 분석하였다. 분석 결과는 다음과 같다. 첫째, 협력의 초기조건 형성에서 시도교육청의 역할이 중요함을 확인하였다. 생존수영교육지역협의체 및 생존수영교육 거점센터 운영 등으로 생존수영교육의 초기조건을 지원할 수 있는 노력이 요구된다. 둘째, 생존수영교육의 성공적인 실행을 위해서는 시도교육청의 제도적 설계와 관리가 필요한 것으로 나타났다. 시도교육청의 학교통합지원센터에서 생존수영교육의 효율적 운영과 교육 성과를 위해서 지속적인 관리와 지원이 요구된다. 셋째, 협력 과정에서 생존수영교육의 본질 및 교육적 성과 확보를 위해서 반복적 만남과 면대면 대화가 필요함을 알 수 있었다. 넷째, 성과 단계에서는 자체적인 평가 진행과 마무리로 성과 평가 및 공유가 미흡함을 확인하였다. 생존수영교육 정책 결과보고서 공유, 생존수영역량 평가 매뉴얼을 활용한 학생 평가 및 수업 평가, 우수사례 공유, 성과보고회 및 학술적 포럼 등이 실행된다면 생존수영교육의 교육 성과가 더욱 높아질 것이다. 본 연구에서 도출된 논의는 민･관･학의 교육공동체를 추구하는 시점에서 예비초등교사 및 현직초등교사의 협력적 역량 강화에 긍정적으로 기여할 것으로 본다. 향후 수영교육/생존수영교육 정책 개선 및 운영에 기초자료로 활용될 수 있을 것으로 기대된다.

영문 초록

This study analyzed Survival Swimming Education in elementary schools without swimming pools from the perspective of collaborative governance. By examining the collaboration, conflict, and dynamics of success factors among the public, private, and academic sectors, collaborative governance measures for survival swimming education in elementary schools were derived. Data were collected and analyzed through theoretical review, expert meetings, observation of survival swimming education, and in-depth interviews. The results are as follows: First, the role of provincial and municipal education offices is crucial in forming the initial conditions for collaboration. Efforts are needed to support the initial conditions of survival swimming education through the operation of regional councils for survival swimming education and survival swimming education base centers. Second, management and support from the school integration support centers of the provincial and municipal education offices are required for the efficient operation and educational outcomes of survival swimming education. Third, repeated meetings and face-to-face conversations are necessary to ensure the essence and educational outcomes of survival swimming education during the collaboration process. Fourth, it was confirmed that self-evaluation and completion were conducted, but performance evaluation and sharing were insufficient. If policy result reports on survival swimming education are shared, student evaluations and class evaluations using the survival swimming competency evaluation manual are conducted, best practices are shared, and performance reporting sessions and academic forums are held, the educational outcomes of survival swimming education will be further enhanced. The discussions derived from this study are expected to positively contribute to strengthening the collaborative capabilities of prospective and current elementary school teachers at a time when the educational community of the public, private, and academic sectors is being pursued. It is expected that this will serve as basic data for the improvement and operation of swimming education/survival swimming education policies in the future.
