직업계고 교사의 중등직업교육 지원 사업에 관한 만족도 및 요구

국문 초록

이 연구는 직업계고 교사를 대상으로 구체적인 중등직업교육 지원 사업 전반에 대한 만족도와 요구를 분석하여 디지털 전환과 4차 산업혁명 등 사회 변화에 따라 직업교육 정책 중요성이 강조되고 있는 상황에서 효과적인 정책적 시사점을 제시하는 것을 목적으로 하였다. 이를 위해 804명의 직업계고 교사를 대상으로 19개의 주요 중등직업교육 지원 사업에 대한 만족도 및 요구를 조사 및 분석하였다. 주요 연구 결과, 전반적인 지원 사업에 대한 만족도는 보통 수준으로 나타났으나, 사업별로 큰 차이가 존재하였다. 직업계고 교사들은 고교 취업 연계 장려금 지원 사업에 대해 가장 높은 만족도를 보인 반면, 직업기초능력평가 시행에 대해서는 가장 낮은 만족도를 나타냈다. 지원 사업에 대한 불만족의 주요 원인으로는 추진으로 인한 효과 미비가 가장 많이 지적되었다. 중요성 측면에서는 대부분 지원 사업의 중요성이 높다고 인식하고 있었다. 특히, 공무원 및 공공기관 고졸 채용 확대, 직업계고 인식개선 및 고졸 취업 활성화 홍보, 직업계고 현장실습 운영 등 취업과 직접적으로 연관된 지원 사업의 중요도가 높게 평가되었다. 중요도-만족도 간 차이를 분석한 결과, 직업계고 인식개선 및 고졸 취업 활성화 홍보, 졸업생 후속관리 모델 개발, 직업계고 재구조화 지원, 현장실습 운영 등이 우선적으로 개선이 필요한 정책으로 도출되었다. 이 연구는 중등직업교육 지원 사업의 주요 성과와 문제점을 파악하고, 주요 추진 주체인 교사들의 수요를 직접적으로 조사했다는 점에서 의의를 가진다. 연구 결과를 바탕으로 추후 중등직업교육 정책 및 지원 사업의 효과 제고와 개선을 위한 제언을 제시하였다.

영문 초록

The purpose of this study is to present effective policy implications by analyzing the satisfaction and needs of vocational high school teachers regarding various secondary vocational education support programs. This is particularly significant in the context of the increasing emphasis on vocational education policies due to societal changes such as digital transformation and the Fourth Industrial Revolution. To this end, a survey was conducted with 804 vocational high school teachers to assess their satisfaction with and perceived needs for 19 major secondary vocational education support programs. The main findings revealed that overall satisfaction with the support programs was at a moderate level, with significant differences among specific programs. Teachers expressed the highest satisfaction with the Employment Incentive Program for High School Graduates, while the lowest satisfaction was reported for the Basic Vocational Competency Assessment. The most frequently cited reason for dissatisfaction was the perceived ineffectiveness of program implementation. In terms of perceived importance, most support programs were considered highly important. In particular, programs directly related to employment—such as the expansion of civil servant and public institution recruitment for high school graduates, the promotion of awareness and employment of vocational high school graduates, and the operation of on-site training—were rated as highly important. An analysis of the gap between importance and satisfaction identified the following programs as priorities for improvement: the promotion of vocational high school awareness and graduate employment, the development of graduate follow-up management models, support for vocational high school restructuring, and the operation of on-site training. This study is meaningful in that it identifies key achievements and challenges of secondary vocational education support programs and directly investigates the needs of teachers, the primary stakeholders. Based on the results, the study offers suggestions for enhancing the effectiveness of and improving future policies and support programs in secondary vocational education.
