국문 초록

이 연구는 산학겸임교사 제도의 운영 현황을 분석하고, 실제 사례를 기반으로 실태를 진단하여 효과적인 운영 방안을 마련하는 것을 목표로 하였다. 이를 위해 교육부의 ‘2024학년도 직업계고 산학겸임교사 운영 현황 조사 자료’를 활용하여 교사의 일반적 특성을 분석하고, 질적 연구방법인 FGI(Focus Group Interview) 면담법을 적용하여 단순한 통계 분석만으로는 파악하기 어려운 운영 실태와 개선 근거를 심층적으로 탐색하였다. 연구를 통해 도출된 주요 결과는 다음과 같다. 첫째, 산학겸임교사 관련 법령과 정책은 마련되어 있으나, 운영 지침이 통일되지 않아 시도교육청별로 적용되는 규정이 상이한 것으로 나타났다. 둘째, 해외에서는 산학겸임교사와 유사한 제도가 비교적 체계적으로 운영되고 있고 자격과 운영 구조가 명확하게 정립되어 있는 반면, 국내의 경우 업무 및 권한의 체계적 정비가 부족하고, 현장에서의 지원 체계 미비에 대한 지속적인 개선 요구가 확인되었다. 셋째, 실태 조사 및 FGI 결과, 산학겸임교사 제도 운영 전반에서 보수 및 처우 문제, 역할과 권한의 모호성 등 여러 측면에서 어려움이 존재하며, 이에 대한 개선 필요성이 두드러지게 나타났다. 넷째, 도출된 개선점에 따른 산학겸임교사 제도 운영의 활성화와 효과성 강화를 위한 기본 방향을 설정하였다. 이러한 연구 결과를 바탕으로 범주화한 4가지 영역인 보수 및 처우, 수업 운영 및 학생 지도, 학교 내 인식 및 환경, 채용 및 계약의 개선영역에 해당하는 세부 방안을 제안하였다. 또한, 각 시도교육청 및 단위 학교가 본 연구에서 제시한 활성화 방안을 기반으로 산학겸임교사 제도를 보다 체계적으로 운영할 수 있도록 정책적 지원이 필요함을 제언하였다.

영문 초록

This study examines the current status of the industrial-educational adjunct teacher system in Korean vocational high schools and proposes strategies for its improvement. Using data from the Ministry of Education’s 2024 survey, it analyzes the general characteristics of adjunct teachers. Focus Group Interviews(FGIs) were also conducted to explore challenges and needs not fully captured by statistics. The findings revealed several key issues. First, despite existing laws and policies, the absence of standardized operational guidelines has led to inconsistent practices across regions. Second, unlike more structured international systems—with clearly defined qualifications and frameworks—Korea’s system lacks clear role definitions and support structures, prompting calls for reform.Third, both the survey and FGIs identified challenges in compensation, unclear responsibilities, and poor working conditions, highlighting the need for improvement. Fourth, the study presents strategic directions to enhance system effectiveness. Improvement measures were grouped into four domains: compensation and working conditions, instructional duties and student guidance, school-level perceptions and support systems, and recruitment and contract practices. The study concludes by emphasizing the need for policy support to help education offices and schools adopt the proposed guidelines and operate the system more systematically.
