국문 초록

1928년, 국민정부가 난징을 수도로 확정하면서 베이징은 수도에서 일개 지방도시인 베이핑으로 개정되었다. 수도 지위의 상실은 도시의 불황을 가속화시켰고, 시정부는 만성적인 재정난에 시달렸다. 이에 중앙정부와 시정부는 관광 진흥을 골자로 하는 베이핑 활성화 방안을 추진하였다. 그런데 북벌로 중국의 통일이 완성된 이후에도 장제스와 군벌들 사이의 세력 다툼은 계속되었고, 베이핑의 정치지형은 그 영향을 받아 급변하고 있었다. 시장과 실무진의 잦은 교체 속에서 관광 진흥정책도 부침을 거듭하는 상황에 놓이게 되었다. 1935년, 행정원이 베이핑에 정무정리위원회를 세우면서 상황은 달라졌다. 중앙정부와 시정부가 정치적으로 일원화되었고, 시정부는 그동안의 논의와 계획에 기초하여 『베이핑 유람구 건설계획』을 수립하였다. 이 계획은 베이핑의 발전 방향을 관광도시로 설정하고 명승고적 보수, 도로·교통건설, 관광객 숙박 시설 건설, 위락시설 건설, 관광업무전담기구 설립 등을 추진하였다.

영문 초록

In 1928, when the National Government confirmed Nanjing as the capital city, Beijing was revised from the capital to Beiping, a provincial city. The loss of capital status accelerated the city’s recession, and the municipal government suffered chronic financial difficulties. Accordingly, the central government and the municipal government promoted a plan to revitalize Beiping with the main focus of tourism promotion. However, even after the reunification of China was completed with the North Expedition, the power struggle between Chiang Kai-shek and the warlords continued, eventually affecting the rapid change of political topography in Beiping. Amid frequent changes between the mayor and the working staff, the tourism promotion policy has also been in a state of ups and downs. In 1935, the situation changed when the ‘Political Reorganization Committee’ was established in Beiping. The central and municipal governments were politically unified, and the municipal government established the ‘Beiping Tourist Zone Construction Plan’ based on the discussions and plans so far. This plan set the development direction of Beiping as a tourist city, and promoted the restoration of old buildings, road and traffic construction, tourist accommodation construction, recreational facilities’ construction, and the establishment of a dedicated tourism agency.
