청일전쟁기(1894~1896) 주한일본영사의 영사보고와 ‘첩보’ 활용

국문 초록

본 연구는 청일전쟁기 주한일본영사가 한반도를 대상으로 불법적으로 정보를취득하고 이를 활용한 실태를 살피는 것을 목적으로 하였다. 개항기 일본영사는한국 내 정보를 취득 · 수합 · 정리하여 영사보고서 또는 첩보의 형태로 주한공사와 본국 외무성에 공급하는 핵심적인 역할을 수행하였다. 그럼에도 지금까지는 일본영사의 정보수집원에 대해 주목하지 않았을 뿐만 아니라 정보의 유통과정과 그활용에 대해서도 관심을 두지 않았다. 그 결과 일본의 한국 병탄은 군사력과 외교력에 의해 일방적으로 이뤄졌다는 인식이 지배적이 되었다. 그런데 일본은 한반도 전역에 상인을 비롯한 다양한 인물군을 이식·이주시켜 상업상의 이익을 추구하게 하고 이들로 하여금 한국에 관한 소상한 정보를 수집함으로써 이를 침탈의 토대로 활용하였다. 특히 청일전쟁기 혼란한 상황에서는 첩보를 활용하여 거류지의 자국민을 안정화하거나 일본군의 전쟁 수행을 유리하도록 지원·협조했다는 사실이 확인되었다. 일본영사의 첩보활동이 한국민의 대일 인식을 파악하는 데 상당히 유익했다는 점을 알 수 있다.

영문 초록

The purpose of this study is to examine the real condition that Japanese consuls illegally obtained and utilized information targeting the Korean Peninsula during the Sino-Japanese War. Japanese Consuls in Korea played a key role in obtaining, collecting, and arranging information in Korea and supplying them to diplomatic ministers and the Ministry of Foreign Affairs in their own country in a form of reports and intelligence during the open port period. Nevertheless, we have not taken notice of information collectors of Japanese consuls and have not been interested in the distribution process and utilization of the information until now. As a result, the recognition that the Japanese annexation of Korea was unilaterally done by military power and diplomatic power was dominant. By the way, Japan made different types of people including merchants move and migrate to the whole area of the Korean Peninsula, seek commercial interests, and collect detailed information on Korea so that they could be utilized as the foundation of dispossession. Especially in the chaotic situation of the Sino-Japanese War, the fact that Japan stabilized its fellow countrymen in international settlements by utilizing intelligence or supported and cooperated with the Japanese military to be advantageous for its war was confirmed. Awareness of Korea through these information was the high level that Korean people could not resist on a national scale when Japan annexed Korea in 1910. That is, espionage of Japanese consuls in Korea can be found to be very beneficial to understand Korean people’s recognition of Japan.
