국문 초록

본 연구는 2012년~2018년 제주특별자치도 혁신도시로 이전한 8개 공공기관 이전으로 인한 격차 변화와 공공기관이전의 경제적인 효과를 실증적으로 제시하는 것을 연구의 목적으로 한다. 공공기관이전으로 인한 격차변화를 제주특별자치도 행정시를 대상으로 분석하였으며, 경제적인 변화를 지역내 및 지역간 영향으로 구분하여 분석하였다. 분석결과 제주특별자치도로의 8개 공공기관 이전은 개별 공공기관이전 및 전체 공공기관 이전 후 지역내총생산을 증가시킨 것으로 분석되었다. 특히, 서귀포시 및 제주시를 대상으로 투입산출표를 구축하고 공공기관 이전으로 인한 고용 및 교육생 증감 변화를 반영한 소비재별 소비 변화의 영향으로 경제적인 효과를 도출하였다. 공공기관이전으로 인한 고용 및 교육생 증가는 지역의 생산 및 소득을 증가시키며, 연관 산업의 성장을 유도하는 것으로 나타났다. 더불어, 공공기관 이전으로 인한 지역내 고용효과 외에 지역간 고용효과가 유발되어 공공기관이전은 해당 지역의 성장 외에 주변 지역의 고용 성장으로 파급되는 것으로 분석되었다. 따라서, 제주특별자치도의 공공기관이전은 이전지역의 성장변화를 유도하며, 주변지역으로 성장효과를 파급하는 역할을 하였다.

영문 초록

The purpose of this study is to empirically present the gap change and economic effects of public institution relocation due to the relocation of eight public institutions to innovation city of Jeju Special Self-Governing Province(Jeju) from 2012 to 2018. The gap change due to the relocation of public institutions was analyzed for the both administrative cities of Jeju, and the economic changes were analyzed by dividing them into intra-regional and inter-regional effects. The results of the empirical analysis showed that the relocation of eight public institutions to Jeju increased GRDP after the relocation of individual and total public institutions. In particular, IO table was constructed for Seogwipo and Jeju City, and the economic effects were derived from the effects of changes in consumption by consumer goods that reflected the changes in employment and trainees due to the relocation of public institutions. This increased regional production and income and induced the growth of related industries. In addition, it was analyzed that the relocation of public institutions caused inter and intra regional employment effects. Therefore, the relocation of public institutions into Jeju induced growth changes in the relocated area, also the growth effect spread to the surrounding areas.
