기록과 구술로 본 ‘바당싸움’의 원인에 관한 연구 - 종달·시흥 마을의 사례를 중심으로

국문 초록

이 글은 제주도 동부에 이웃한 마을인 종달 마을과 시흥 마을 간의 바당싸움에 관한 기록과 기억을 다룬다. 바당싸움은 해산물 채취와 마을 어장 경계선을 두고 벌어지는 지역 주민들 간의 다툼이다. 이 두 마을에서 바당싸움은 왜 일어났던 것일까. 제주의 마을 어장 개념과 어장 갈등을 분석하는 몇 가지 기준을 사용하여 이에 대한 분석과 이해의 실마리를 찾아가 보고자 한다. 기존의 여러 공적 기록을 살핀 후 바당싸움을 실제로 겪었던 양 마을 주민들을 대상으로 구술을 채록하였다. 이를 통해 당시의 경험을 확인할 수 있었으며 왜 바당싸움이 일어나는 것인지에 대한 여러 가지 입장이나 이유를 들을 수 있었다. 바당싸움은 제도적, 경제적, 정치적, 생태·지형적 측면에서 다양한 요인에 의해 발생했다. 관행 입어의 인정 문제와 수협법 제정 이후 변화가 하나의 제도적 배경이 되었고, 자원이 많은 어장 경계선의 ‘여’라는 공간에서 미역의 경제적 가치가 높은 시점에서 발생했다. 어장 경계선이 불명확한 점도 하나의 원인이었다. 양 마을은 지방정치가 부재했던 시기 국회의원을 배출한 곳이었다. 이것이 정치적 배경이 되었으며, 마을을 둘러싼 ‘여’의 위치와 조류 흐름 같은 생태·지형적 원인도 바당싸움의 원인이 되었다.

영문 초록

This article deals with the records and memories of badangssaum between Jongdal Village and Siheung Village, neighboring villages in eastern Jeju Island. The badangssaum is a fight between haenyeo including local residents over the boundaries of seafood harvesting and village fishing grounds. Why did the badangssaum occur in these two villages. We would like to find clues to analysis and understanding of the concept of village fishing grounds and fishing grounds conflicts in Jeju using several criteria for analyzing them. After examining various existing public records, oral statements were recorded from residents of both villages who actually experienced the badangssaum. Through this, I was able to confirm the experience at the time and hear various positions and reasons as to why badangssaum took place. The badangssaum was caused by various factors in institutional, economic, political, ecological and topographical aspects. The issue of recognition of customary fishing and changes after the enactment of the Fisheries Cooperative Act became an institutional background, and occurred at a time when the economic value of seaweed was high in a space near the border of a fishing ground with many seaweeds. Both villages produced members of the National Assembly at a time when local politics was absent. This became one of the backgrounds for the residents' badangssaum, and ecological and topographical factors such as the location of the yeo surrounding the village and tidal currents also became the cause of the badangssaum.
