세계화 이후의 혼란기, 저항을 어떻게 할 것인가?

국문 초록

이 글은 졸저 『전쟁 이후의 세계』(한겨레출판사, 2024)의 주로 요점을 설명하면서 가장 중요한 부분들을 추가 보충해준다. 『전쟁 이후의 세계』의 주요 취지는 바로 러시아의 우크라이나 침공을 현재 미국 패권 주기의 말기적 현상과 미국 패권의 쇠락, 패권 이동 시기의 지정학적 다원화 등의 현상과 연결시켜 고찰해본다는 것이다. 즉, 미국의 글로벌 패권이 구조적으로 쇠락해 가는 상황을 이용하여 러시아는 경쟁적인 신흥 패권 국가인 중국과의 전략적인 동반자 관계를 맺어 독자적인 영향권 구축에 나서는 과정에서 구소련 국가들을 모스크바를 중심으로 재(再)통합시키면서 이에 불복하여 미국의 영향권에 남으려는 완충지대인 우크라이나를 침공했다는 것이다. 이외에 이 침공이 러시아 자본주의의 정치경제학과 직결돼 있다는 점은, 책에서도 이 글에서도 강조된다. '제국 복구', 독자적 영향권 구축 프로젝트의 일환으로 러시아는 재(再)공업화를 추진하고 있는데, 그 중심에 바로 이번 우크라이나 침공과 긴밀히 연결돼있는 군수(軍需) 제조업이 있다는 것이다. 동시에 상대적인 고임금인 병사들의 전쟁 및 전몰, 상이(傷痍) 수당은, 병사들이 대부분 속하는 최빈층, 지방민에 대한 “전시(戰時) 재분배”의 성격을 띄어 오히려 푸틴의 권위주의 정권을 중심으로 한 '국민적 결속'을 강화시킨다. 전쟁이 러시아형(型) 자본주의의 중심적 부분이 되는 상황에서의 반전 운동의 여러 문제도 이 글의 결론 부분에서 다루는 것이다.

영문 초록

This article explains the main points of my recent book (in Korean), The World After the War (『Chǒngjaeng ihu ǔi Segye』, Seoul: Hankyoreh Publishing House, 2024), elaborating on the most important parts. The main purpose of 『The World After the War』 is to consider Russia's 2022 invasion of Ukraine in connection with the current terminal stage of the US hegemony cycle, the general decline of US hegemony, and geopolitical pluralisation during the present hegemonic interregnum. In other words, taking advantage of the structural decline of the US global hegemony, Russia formed a strategic partnership with China, an emerging co-hegemon, and in the process of building its own sphere of influence and reintegrating post-Soviet countries it invaded Ukraine, a buffer zone that tried to remain in the US sphere of influence and resist Russia’s neo-imperial project. In addition, the interrelationship between the invasion and the general political economy of Russian capitalism is emphasized in this article. As part of its neo-imperial revival project, Russia is pursuing re-industrialization, with military industry in its centre—and it was Russia’s military-industrial complex that benefitted most from the invasion. At the same time, the relatively high battlefield allowances paid to the soldiers, who mostly hail from impoverished provinces, create a wartime redistribution effect, eventually strengthening the “national solidarity” centred on Putin's authoritarian regime. The various issues of the anti-war movement in a situation where war constitutes the central part of contemporary Russian capitalist accumulation model are also addressed in the conclusion of this article.
