해양환경정책 개선에 관한 연구

국문 초록

본 연구는 해양환경정책 개선을 연구대상으로 선정하고, 해양오염 방지 및대응의 적절성을 고찰하는데 그 목적이 있다. 이를 위하여 해양경찰법 및 해양수산부의 관련 규정 등을 바탕으로 해상에서의 해양경찰의 현장 역할 등을 살펴보았다. 그리고 해양경찰관들과 해양환경 관계자들을 대상으로 인터뷰를 실시하였다. 본 연구에서 도출한 연구결과는 다음과 같다. 첫째, 해양오염의 방재 및 대응 등에 대해서는 해양경찰의 임무 수행을 긍정적으로 평가하고 해양경찰이 역할을 담당하는 것이 적합한다고 인식한다. 그러나 현장에 근무하는 해양경찰관들은 단속과 업무분장에 대한 검토와 일부 조정에 대한 의견도 존재한다. 둘째, 외국 국적 선박과 외국인 단속에 대한 어려움, 해상과 해저기준 검토, 오염 방지 교육 실시 등에 대한 새로운 의견이 존재하는 것으로 파악됐다. 그리고 해양경찰관 등의 건의 사항등도 향후 제도 운영에 반영해야 한다고판단된다. 따라서 관련기관은 해양환경관련제도 개선뿐만 아니라 오염 방지 및 방재, 홍보, 교육대응 체계 검토 등 해양환경정책 발전에 필요한 방안들을 적극적으로추진해야 한다. 또한 효과적인 해양환경 관리를 위해 담당자들에 대한 체계적인교육을 실시하고, 효율적인 상호 협력 체계를 구축하여 미래 한반도의 해양환경 상황을 대비해야 한다.

영문 초록

The purpose of this study is to select the improvement of marine environment policy as a research subject and examine the appropriateness of its prevention and response. Based on the marine Police Act and the relevant regulations of the Ministry of Oceans and Fisheries, the role of the marine police was examined. In addition, interviews were conducted with marine police officers and marine environment officials. The research results derived from this study are as follows. First, regarding the disaster prevention and response of marine pollution, the performance of the marine police is appropriate enough to act on the matter. However, there are opinions suggesting adjustments on division of duties by marine police officers working at the site. Second, new opinions on difficulties regarding duties were found. These include cracking down on foreign-flagged ships, maintaining seabed standards, and implementation of pollution prevention education. In addition, it is judged that suggestions from marine police officers should be reflected in future system operations. As a result, related organizations should actively pursue measures necessary for the development of marine environment policies, while improving marine environment-related systems. Additionally, for effective marine environment management, systematic education should be provided coupled with an efficient mutual cooperation system to prepare for future marine environmental conditions on the Korean Peninsula.
