법원보안관리대원의 임파워먼트가 보안성과에 미치는 영향: 직무열의의 매개효과를 중심으로 채

국문 초록

현대 사회에서 4차 산업혁명의 진전으로 삶의 질은 전반적으로 향상되었으나, 강력범죄의 증가로 공공 안전에 대한 우려가 높아지고 있다. 특히, 법원청사내에서 강력범죄가 발생하며 법원보안관리대원의 역할과 전문성 강화의 필요성이 부각되고 있다. 이에 본 연구는 임파워먼트와 직무열의가 법원보안관리대원의 보안성과에 미치는 영향을 분석하고, 이를 바탕으로 정책적 시사점을 도출하고자 한다. 본 연구는 대구ㆍ수원ㆍ서울ㆍ부산고등법원 관내에서 근무 중인법원보안관리대원을 대상으로 설문조사를 실시하여, 210부의 데이터를 분석에활용하였다. 연구 결과, 임파워먼트는 직무열의에, 직무열의는 보안성과에 유의미한 영향력을 가졌다. 반면, 임파워먼트는 보안성과에 직접적인 영향을 미치지않았으나, 직무열의를 매개로 완전매개 효과를 보였다. 이를 바탕으로, 임파워먼트 강화를 위해 법원보안관리대원에게 테이저건 지급 및 법적 권한 부여, 법원조직법 제64조 제2항의 권한을 보안관리직류로 확대 적용하는 방안과특별승진제도 도입 및 직무 관련 노하우 공유 등 다양한 방안을 제시하였다. 이러한 연구결과를 바탕으로 본 연구는 법원보안관리대원의 보안성과 향상을위한 기초자료를 제공함과 동시에, 사법부의 보안체계를 강화하기 위한 정책적방향을 제시했다는 점에서 의의를 가진다.

영문 초록

In modern society, the quality of life has improved due to the progress of the 4th industrial revolution, however, concerns about public safety have been issued attributed to the increase in violent crimes. To correspond to the violent crimes in court buildings, it has been emphasized for the court security officers to have enhancement of role and expertise. Accordingly, this study aims to analyze the effects of empowerment and job engagement on the security performance of court security officers and derive policy implications based on the results. Research survey was implemented to the court security officers working in the Daegu, Suwon, Seoul, and Busan High Courts, and 210 data were used for analysis. The results of the study showed that empowerment is related to job engagement, and job engagement is related to security performance. On the other hand, empowerment did not have a direct effect on security performance, but exhibited a complete mediating effect through job engagement. Based on this, various measures were proposed to strengthen empowerment, such as providing Tasers and granting legal authority to court security officers, expanding the authority under Article 64 Paragraph 2 of the Court Organization Act to the security management position, introducing a special promotion system, and sharing job-related know-how. From these findings, this study is significant in that it provides basic data for the security and improvement of court security officers and suggests policy directions to strengthen the security system of the judiciary.
