민간경비 성장이론의 적용과 실증 연구

국문 초록

범죄피해를 방지하기 위해 수익자(고객)의 요청으로 치안, 질서유지, 안전, 보안활동 서비스를 실시하는 민간분야의 경비활동은 앞선 경찰력의 한계점을극복하기 위한 하나의 유력한 방안으로 제시되고 있다. 경비업의 제정 이후부터 약 50년이라는 시간이 지났지만, 경비산업의 성장원인이 무엇인가라는 질문은 지금의 경비산업이 어떤 발판 위에서 성장하였는지를 규명해야 할 필요가 있다. 연구의 문제를 해결하기 위해 현재 민간경비산업 성장의 이론으로 대표되고있는 경제환원론, 공동화이론, 이익집단 이론을 따라 한국의 경비산업이 어떤성장이론과 특징으로 설명될 수 있는지 실증적 분석을 실시하였다. 분석자료로는 경비업법의 모법인 용역경비업법이 제정된 1976년부터 2023 년까지의 국가통계자료를 토대로 각 이론이 설명하는 대표 변인을 각각 다음과같이 설정하여 경비산업의 양적 성장의 원인과 영향에 대한 가설을 설정하였고, 변인 간 상관분석과 다중회귀 분석을 실시하여 실업률, 경찰력, 범죄건수는민간경비산업의 성장에 영향을 미치지 못하는 것으로 나타났다. 결과를 토대로민간경비의 대표적 성장이론(경제환원론, 공동화이론, 이익집단이론)이 한국의민간경비 시장에 적용되는 것은 다소 그 근거가 부족하다고 할 수 있다. 특히경제환원론은 1960~70년대 미국에서의 경험적 사실을 토대로 주장하는 이론으로 이론적 근거가 부족하며, 공동화이론은 한국은 문화, 법적 한계와 규제, 권한이 없다는 것으로 민간경비가 공경비의 역할을 대신하지 못한다고 할 수있다. 또한 이익집단이론은 안전수요(이익)을 따라 민간경비가 자연히 성장한다는 이론을 근거로 단순히 범죄의 건수가 증가함에 따라 수요가 늘어나는 것이아니라, 소득수준, 범죄피해경험 등 개인적 경험과 상황 등 여타 요인에 대한분석이 요구된다. 따라서 민간경비 성장의 요인을 탐색하기 위한 연구가 후속적으로 진행되어야 할 것이다.

영문 초록

The private security sector, which provides security, order, safety and security activities at the request of beneficiaries (clients) to prevent criminal damage, has been proposed as a promising way to overcome the limitations of the police force. Although about 50 years have passed since the establishment of the security industry, the question of what caused the growth of the security industry is necessary to identify the foothold on which the current security industry has grown. To answer the research question, this study conducts an empirical analysis of how the Korean security industry can be explained by the growth theories and characteristics of the private security industry based on economic reductionism, communization theory, and interest group theory, which are currently presented as theories of the growth of the private security industry. Based on the national statistical data from 1976 to 2023, when the Service Security Industry Act, the parent law of the Security Industry Act, was enacted, we set up hypotheses on the causes and effects of the quantitative growth of the security industry by setting the representative variables explained by each theory as follows, and conducted correlation analysis and multiple regression analysis among the variables, and found that the unemployment rate, police force, and number of crimes do not affect the growth of the private security industry. Based on the results, it can be said that the representative growth theories of the private security industry (economic reductionism, communization theory, and interest group theory) are somewhat unfounded when applied to the Korean private security market. In particular, the economic reduction theory is based on empirical facts in the United States in the 1960s and 70s and lacks a theoretical basis, and the communization theory is based on cultural and legal restrictions, regulations, and lack of authority in Korea, which means that private security cannot take over the role of public security. In addition, the interest group theory is based on the theory that private security grows naturally with the demand for security (profit), but it is not simply that the demand increases as the number of crimes increases, but it requires the analysis of other factors such as personal experiences and situations such as income level and experience of crime victimization. Therefore, further research should be conducted to explore the factors of private security growth.
