경찰의 스토킹범죄 피해자 안전조치 우선순위 분석

국문 초록

이 연구는 스토킹 범죄 피해자에 대한 경찰의 안전조치 효율적 운영 방안을마련하기 위해, 안전조치의 중요도와 우선순위를 분석하는 것이다. 연구대상은피해자전담경찰관과 여성청소년수사관이다. 서울청 관할 31개 경찰서에서 각1명씩 총 62명을 대상으로 선정하였고, 이들은 범죄 피해자에 대한 안전조치를담당하고 있어 실질적 경험과 전문성이 있다. 또한 범죄로 인해 현재 안전조치를받고 있는 피해자 중 각 경찰서별 1명씩 총 31명을 대상으로 설정하였다. 연구절차는 크게 3단계이다. 문헌조사 이후 FGI 조사를 실시하여 AHP 분석을 위한 계층모형 구조 및 요인 등을 결정과 계층모형 구조 및 요인을 활용하여스토킹범죄 피해자 안전조치의 중요도 및 우선순위를 도출하였다. 분석결과, 스토킹범죄 피해자 업무 담당 경찰관과 스토킹범죄 피해자 두 집단 모두 '신변경호'와 '스마트워치 제공'이 우선순위를 보였으며, '112 시스템 등록'과 '맞춤형순찰'은 가장 낮은 순위였다. 이러한 결과는 스토킹범죄가 2차 피해의 가능성과중대성에서 모두 동의함에 따라 강력한 경찰의 조치가 필요하다는 것을 알수 있다. ｢스토킹범죄의 처벌 등에 관한 법률｣상의 다양한 보호조치 이외에도경찰의 주거지 등 맞춤형 순찰과 CCTV 설치, 112시스템 등록, 스마트워치지급 등 복합적인 조치가 필요하다.

영문 초록

The purpose of this study is to analyze the prioritization of safety measures for stalking crime victims to enhance the efficiency of their implementation. The study subjects include 62 police officers responsible for victim protection, such as victim support officers and women and juvenile crime investigators, with one officer selected from each of the 31 police stations under the Seoul Metropolitan Police Agency. Additionally, 31 stalking crime victims currently receiving safety measures were included, with one victim from each police station. The research procedure consisted of three main stages. After a literature review, a Focus Group Interview (FGI) was conducted to determine the hierarchical model structure and factors for Analytic Hierarchy Process (AHP) analysis. Using this model and its identified factors, the importance and prioritization of safety measures for stalking crime victims were derived. The analysis revealed that both groups—the police officers responsible for stalking crime victim protection and the victims themselves—prioritized “personal protection” and “provision of smartwatches” as the most critical measures. In contrast, “112 system registration”(emergency hotline linkage) and “customized patrols” were ranked as the least critical. These findings highlight the need for robust police actions due to the significant likelihood and severity of secondary victimization in stalking crimes. In addition to the various protective measures stipulated in the Act on the Punishment of Stalking Crimes, comprehensive measures such as customized patrols around victims' residences, installation of CCTV, 112 system registration, and the provision of smartwatches are essential for ensuring the safety of stalking crime victims.
