자립준비 청년의 범죄 피해 예방 연구

국문 초록

이 연구는 자립준비청년의 범죄 피해 실태를 분석하고 이를 예방하기 위한방안을 모색하는 데 목적을 둔다. 자립준비청년은 보호 종료 후 독립적인 생활을시작하며 경제적 어려움, 심리적 고립, 사회적 지지체계 부족 등으로 인해 범죄피해에 특히 취약한 집단이다. 본 연구에서는 자립준비청년의 정의와 특성을고찰하고, 이들이 경험하는 주요 범죄 유형과 피해 경로를 파악하였다. 또한국내외 사례를 비교 분석하여 효과적인 범죄 피해 예방 정책과 프로그램의방향성을 도출하였다. 연구 결과, 자립준비청년의 범죄 피해는 폭력, 경제적착취, 성범죄 등으로 다양하게 나타났으며, 피해는 주로 신뢰 관계에서 발생하는 경우가 많았다. 이러한 피해는 자립 과정에서의 경제적ㆍ심리적 안정을저해하며, 자립준비청년의 사회적 고립과 취약성을 더욱 악화시키는 것으로확인되었다. 국내외 선진 사례를 바탕으로, 본 연구는 자립준비청년의 범죄피해를 예방하기 위해 맞춤형 교육 및 훈련 프로그램 운영, 지역사회 기반네트워크 구축, 심리적 지원과 상담 서비스 제공, 법적 보호 체계 강화를 포함한다각적인 접근 방안을 제안하였다. 이를 통해 자립준비청년이 안전한 환경에서자립을 이루고 건강한 사회 구성원으로 자리 잡을 수 있는 기반을 마련할 수있다.

영문 초록

This study aims to analyze the crime victimization experiences of youth transitioning out of care (YTC) and to propose measures for their prevention. YTC are a particularly vulnerable group to crime victimization as they begin independent living after exiting care, often facing economic hardship, psychological isolation, and a lack of social support networks. This study examines the definitions and characteristics of YTC, identifies the major types of crimes they experience and their pathways to victimization, and compares domestic and international cases to derive effective crime prevention policies and programs. The findings reveal that YTC are exposed to a variety of crimes, including violence, economic exploitation, and sexual offenses, with many incidents occurring within trusted relationships. Such victimization disrupts their economic and psychological stability during the transition to independence, further exacerbating their social isolation and vulnerability. Based on advanced international examples, this study proposes a multifaceted approach to prevent crime victimization among YTC. This includes implementing tailored education and training programs, establishing community-based support networks, providing psychological counseling and support services, and strengthening legal protection systems. These measures aim to create a safer environment for YTC, enabling them to achieve independence and integrate as healthy members of society. This study provides a practical foundation for policies and systems to prevent and address crime victimization among YTC, serving as a basis for further research and implementation in the future.
