국문 초록

본고는 1980년대 후반 농민운동의 특징을 ‘땅’과 ‘노동’의 절합문제로 검토하는 것을 목표로 한다. 1970년대 민중담론의 성숙 및 노동운동의 성장과 함께 농민운동도 지속적으로 체계화되었고, 1980년대 후반에 이르면 대중투쟁의 성격도 갖추게 된다. 특히 이 시기는 이촌향도 모빌리티에 기반한 고도성장기 경제구조 재편의 결과가 가시화되면서 도시와 농촌 사이의 격차가 회복불가능할 정도로 고착되었고, 86 아시안게임과 88 서울올림픽을 전후로 점점 실감되던 당위로서의 세계화가 농촌 경제구조에 명백한 억압으로 작동하기 시작한 때이다. 이런 상황 속에서 농민운동은 구조적 모순에 처하게 된다. 2장에서는 농민문제가 담론장에서 ‘건강하게 가시화되는 땅’과 ‘비가시화되는 노동’으로 분절된다는 점에 주목했고, 3장에서는 쌀시장개방문제를 둘러싼 세계화의 흐름과 이를 통해 한층 더 고립되는 농업노동운동의 특수성을 살폈다. 4장에서는 도시생활자의 눈으로 ‘땅’이 재발견되고 농민 혹은 토박이가 문화적으로 재현됨에 따라, 농업노동이 비가시화되는 과정에 주목했다. 이상의 논의를 통해 당대의 핵심적 노동문제로서 농민문제를 정위하고 1980년대 말 농민운동담론의 논리적 난점을 분석했다는 점에 본고의 의의가 있다.

영문 초록

This article aims to characterize the farmers protest of the late 1980s as an articulation of ‘land’ and ‘labor’. In the 1970s, the farmers protest continued to organize itself as the Min-jung discourse developed and the labor movement grew, and by the late 1980s, it joined the mass struggle gradually. In particular, this is a time when the urban-rural divide has become irreversibly entrenched as the consequences of the restructuring of the economy during the high-growth period based on migration from rural area to urban area become visible. It is also the time when the tide of ‘globalization’, which was increasingly felt around the 1986 Asian Games and the 1988 Seoul Olympics, began to exert a clear oppression on the rural economic structure. This situation puts the farmers protest in a structural contradiction. In Chapter 2, I noted that the agricultural issue is divided into ‘healthy land’ and ‘invisible labor’ in the discourse, and in Chapter 3, I examined the specificity of the agricultural labor movement, which is further isolated by the globalization process surrounding the rice market opening issue. Then, in Chapter 4, I focused on the process of invisibility of agricultural labor as ‘land’ is rediscovered through the eyes of urban dwellers and farm workers or indigenous peoples are culturally represented. The significance of this paper is that through the above discussion, I have defined the agricultural issue as the core labor issue of that time and analyzed the logical difficulties in the discourse of the farmers protest in the late 1980s.
