국문 초록

본 연구는 독일, 영국, 호주의 선진 사례를 바탕으로 국내의 스포츠를 통한 국제개발협력의 질적 고도화를 위한 정책적 시사점을 도출하는 데 목적이 있다. 복합적 자료 수집을 기반으로 각국의 관련 정책과 주요 프로그램에 대해 질적 문헌 분석을 수행하였다. 각국은 중장기정책 및 프레임워크를 통해 스포츠를 통한 국제개발협력의 방향과 세부 과제를 제시하고 UN의 SDGs 이행과 국익에 부합하는 프로그램을 실행한다. 또한, 상이한 거버넌스를 바탕으로 공여국, 파트너 조직 및 지역사회와의 긴밀한 협력 속에서 수요자 중심의 프로그램을 제공한다. 따라서, 한국은 외교부와 KOICA를 중심으로 다양한 이해관계자와의 협력적 거버넌스 체계를 구축하고 SDGs 달성을 위한 정책 수립이 필요하다. 마지막으로 수원국과 그 지역사회의 관심사에 초점을 맞추고 현지화를 고려한 수요자 중심의 프로그램을 발굴하는 것이 바람직하다.

영문 초록

The purpose of this study is to derive policy implications for the qualitative advancement of international development cooperation through sports based on advanced cases in Germany, the UK, and Australia. Qualitative literature analysis was conducted on each country's related policies and major programs based on complex data collection. Each country presents the direction and detailed tasks of international development cooperation through sports based on mid-to long-term policies and frameworks, and implements programs in line with the implementation of the UN's SDGs and national interests. It also provides diverse programs for recipients in close cooperation with donor countries, partner organizations and communities based on different governance. Therefore, Korea needs to establish a cooperative governance system with various stakeholders centered on the Ministry of Foreign Affairs and KOICA. Finally, it is desirable to focus on the interests of the recipient countries and their communities, and discover programs aimed at achieving SDGs in consideration of localization.
