국문 초록

이 글은 최규하 대통령의 정치적 행보를 규명하고 이를 평가내리는 데 목적을 둔다. 우선, 선행연구 분석 및 연구방법론을 제시함을 통해 기존 연구와의 차별점을 설정하기로 한다. 그리고 10.26 사태, 12.12 군사반란, 5.18 광주민주화운동을 각각 분석하여 그의 정치적 행보를 고찰한다. 최규하는 성공적인 외교 관료였으며, 상업적 의미의 외교를 추진했고 북한에 대응할 줄 알았던, 청렴한 성품의 대통령으로 규정한다. 그러나 최규하 대통령은 개헌논의 과정에서 일관성이 부재했으며, 12.12 군사반란과 5.18 광주민주화운동에서의 역할에 대한 비판, 퇴임 이후의 침묵 등을 지적한다. 끝으로는 최규하에 대한 총체적인 평가를 제시하며 후속 연구를 제안하고자 한다.

영문 초록

This research aims to focus on the political action and evaluation of the 10th president Choi Kyu Hah. First, this article analyzes few of preceded research and provide some research method. Also, it analyzes about the October 26th Incident, Coup of December 12th, and Gwangju Democratization Movement to find out his political action. Moreover, president Choi was a successful diplomat, he pursued commercial oriented diplomacy, he became a counterpart against DPRK, and he was a dignified leader. In contrast, he did not act well while constitutional reforming discussion, his role was weak when it came to the Coup of December 12th and Gwangju Democratization Movement, and he did not announce anything after presidency.
