한국의 유아교육 및 보육(Early Childhood Education and Care:ECEC) 통합에 대한 정책적 고찰

국문 초록

본 연구는 역사적 제도주의 관점에서 한국의 유아교육 및 보육(Early Childhood Education and Care: ECEC)의 통합 정책에 대해 고찰하고자 하였다. 구체적으로는 이원화된 유아교육 및 보육정책이 통합 정책으로 추진되기까지의 경로변화 과정을 분석하였다. 그 결과 첫째, 영유아보육법 제정 이후 유아교육과 보육이 이원화된 경로로 형성되었고, 역사적 요인으로써 민간의존이라는 경로의존성이 나타났다. 둘째, 경로진화 관점에서 김영삼 정부의 5.31 교육개혁 추진과 김대중 정부에서 유아학교 통합 법안을 마련했으나, 이해 관계자, 부처 간 갈등과 반대로 폐기되며 이원화된 체계로 표류(drift) 하였다. 이후, 노무현 정부에서 육아정책개발센터 설립과 국가책임으로써 보육정책을 내세우는 등 유보통합을 위한 공보육의 기틀을 마련하였고, 이명박 정부에서 누리과정 도입, 교육·보육비 지원으로 국가수준의 공통교육과정을 추진하였다. 박근혜 정부는 유보통합추진위원회 설치 및 통합모델 개발과 1-2단계 시행, 문재인 정부에서 누리과정 전액 국고 지원이 이루어졌고, 윤석열 정부는 국정과제로 국가교육책임제로써 유보통합을 추진하는 등 새로운 요소들이 추가되어 기존 제도가 변화되는 가겹(layering) 현상이 나타났다. 향후, 완전한 유보통합을 위해 영유아의 최우선의 이익과 지속가능발전을 위한 연속선(continuum)상의 평생교육 측면과 교육·보육·돌봄의 모호한 경계 속, 유보통합 개념의 재정립 및 교육적 철학이 우선시 되어야 함을 제언하였다.

영문 초록

This study sought to examine Korea's integrated early childhood education and care (ECEC) policy from the perspective of historical institutionalism. Specifically, we analyzed the path change process until the dual early childhood education and child care policy was promoted as an integrated policy. As a result, first, after the enactment of the Infant and Toddler Care Act, a dual path between early childhood education and childcare was formed, and path dependence of private sector dependence emerged as a historical factor. Second, from the perspective of path evolution, the Kim Young-sam government promoted the May 31st Education Reform and the Kim Dae-jung government prepared a bill to integrate infant schools, but it was scrapped due to conflicts between stakeholders and ministries and drifted into a dual system. Afterwards, the Roh Moo-hyun administration laid the foundation for public childcare for the integration of kindergartens by establishing a childcare policy development center and promoting childcare policy as a national responsibility, and the Lee Myung-bak administration promoted a national-level common curriculum by introducing the Nuri curriculum and supporting education and childcare expenses. New elements have been added, such as the Park Geun-hye administration's establishment of the Education Integration Promotion Committee, development of an integrated model and implementation of stages 1 and 2, the Moon Jae-in administration's full government support for the Nuri course, and the Yoon Seok-yeol government's promotion of the integration of education as a national education responsibility system as a national task. A layering phenomenon occurred in which existing systems were changed. In the future, for complete integration of kindergartens, the re-establishment of the concept of integration of kindergartens and educational philosophy within the ambiguous boundaries of education, childcare, and care should be prioritized in terms of lifelong education on the continuum for the highest interest of infants and young children and sustainable development suggested.
