국문 초록

본 연구는 경상남도의회와 시․군의회 간 공동의 이해와 문제해결을 위해 상호교류와 협력의 필요성은 증대되고 있으나 현실적으로 각각 독립된 법인격으로서 유기적인 협력이 이뤄지지 못하고 있다는 문제의식에서 출발하였다. 광역의회와 기초의회 간 거버넌스를 다룬 선행연구는 거의 없는 실정이다. 그래서 조직 간 네트워크 모형을 중심으로 경상남도의회와 시․군의회 간 거버넌스 활성화방안을 모색하고자 하였다. 네트워크 유형으로 정보교류 및 의견교환, 인적․물적 자원 교류, 클라이언트 협의, 공동 협의․조정을 도출하고 현 실정에 맞게 네트워크 내용을 설정하였다. 이에 의거하여 경상남도의회 의원을 대상으로 인식도 분석을 실시하였다. 인식도 분석 결과를 토대로 경상남도의회와 시․군의회의 거버넌스 활성화방안으로 정보교류 및 의견교환 활성화, 인적․물적 자원 교류 촉진, 적극적인 클라이언트 유도와 협력, 긴밀한 공동 협의․조정 등의 방안을 제시하였다.

영문 초록

This study started from the awareness of the problem that although the need for mutual exchange and cooperation is increasing for common understanding and problem solving between the Gyeongsangnam-do Provincial Council and city and county councils, organic cooperation is not being achieved in reality as each is an independent legal entity. There is virtually no prior research on governance between metropolitan councils and basic councils. Therefore, we sought to find ways to revitalize governance between the Gyeongsangnam-do Provincial Council and city and county councils, focusing on the inter-organizational network model. Information exchange and opinion exchange, human and material resource exchange, client consultation, and joint consultation and coordination were derived as network types, and the network contents were set to suit the current situation. Based on this, a perception analysis was conducted targeting members of the Gyeongsangnam-do Provincial Assembly. Based on the results of the awareness analysis, measures to revitalize the governance of the Gyeongsangnam-do Provincial Council and city and county councils were proposed, including activating information and opinion exchange, promoting human and material resource exchange, active client inducement and cooperation, and close joint consultation and coordination.
