국문 초록

본 연구는 원자력에너지에 대한 인식을 한빛원자력발전소가 위치한 영광과 고창군민들을 대상으로 한 설문조사자료를 활용하여 분석하였다. 두 지역주민들은 원자력발전소가 인접한 지역에 거주하고 있지만 ｢발전소주변지역 지원에 관한 법률｣에 의해 지원대상에 해당되는 주민들과 해당되지 않는 주민들로 구분된다. 본 연구에서는 이렇게 원자력발전소 인근지역에서 거주하면서 법률상 지원대상이 되는 주민들과 지원대상이 되지 않는 주민들을 구분하여 이들의 원자력에너지에 대한 태도를 조사하였다. 분석결과 위험커뮤니케이션의 핵심 요소인 정보에 대한 신뢰는 원자력에너지에 대한 태도에 중요한 요인이 되고 있음을 알 수 있다. 그러나 원자력발전소의 입지로 인해 지원을 받는 주변지역 주민들과 비주변지역 주민들의 원자력에 대한 태도에 정보신뢰가 상반된 영향을 미치고 있다. 즉 주변지역 주민들의 원자력에 대한 태도에는 정보에 대한 신뢰가 긍정적 영향을 미치고 있으나, 비주변지역 주민들의 태도에는 부정적 영향을 미치고 있다. 이러한 결과는 정보에 대한 신뢰가 원자력에 대한 태도나 위험인식을 낮추는데 긍정적 영향을 미친다는 다수의 연구결과와 차이가 있다. 또한 실제 원자력에너지로 부터의 편익수혜여부와 같은 응답자들의 상황을 구분하여 신뢰변수의 영향력에 대한 좀 더 세분화된 분석이 필요함을 시사한다.

영문 초록

This study analyzed the perception of nuclear energy using survey data targeting residents of Yeonggwang and Gochang counties, where Hanbit Nuclear Power Plant is located. Residents of both regions live in areas adjacent to the nuclear power plant, but according to Article 2 of 「the Act on Support for Areas Near Power Plants」, they are divided into those who are eligible for support and those who are not. In this study, we divided residents who live in areas near nuclear power plants and are eligible for support under the law from those who are not, and investigated their attitudes toward nuclear energy. As a result of the analysis, it can be seen that trust in information, a key element of risk communication, is an important factor in attitudes toward nuclear energy. However, trust in information is having a conflicting effect on the attitudes toward nuclear power of residents in surrounding areas receiving support from the Nuclear Power Plant and those in non-surrounding areas. In other words, trust in information has a positive effect on the attitudes of residents in surrounding areas toward nuclear energy, but it has a negative effect on the attitudes of residents in non-surrounding areas. These results are different from the results of many studies that show that trust in information has a positive effect on lowering attitudes or risk perceptions toward nuclear energy. It also suggests that a more detailed analysis of the influence of trust variables is needed by distinguishing respondents' situations, such as whether they actually benefit from nuclear energy.
