한·일 교과서 독도 기술 변화와 독도 인식

국문 초록

본 연구의 목적은 한국과 일본의 초등학교 사회 교과서에서 독도가 어떻게 기술되고 있는지 그 변화 추이를 비교하여 양국이 학생들에게 심어주고자 하는 독도 인식과 정책의 방향을 파악하는데 있다. 한국의 초등학교 교과서는 역사, 지리, 국제법적 근거를 바탕으로 독도 영유권을 인식하도록 이와 관련한 다양한 자료도 풍부하게 제시하고 분량도 증가하고 있었다. 일본 소학교 교과서에는 검정을 거듭할수록 다케시마(竹島)는 일본 고유의 영토라는 표현으로 통일되었고 영유권에 대해 명확하게 인식시키는데 중점을 두고 있었다. 다만 일본 교과서에는 일본의 영유권에 대한 근거는 제시하지 않았으며 일본 정부가 마련한 학습지도요령에 있는 표현을 그대로 복사하듯 교과서에 기술하는데 그쳤다. 독도 관련 분량이 증가되지는 않았다. 독도 관련 표현 면에서는 한국은 독도는 우리가 외부로부터 지켜야 하는 고유 영토이자 인류보편적 개념인 아름다운 자연의 일부로 그 개념을 확장시키고 있지만 일본은 독도가 일본 고유 영토라는 정부 입장을 그대로 되풀이하고 있다. 그리고 한국과 일본은 공통적으로 교과서에서 독도를 통해 서로를 부정적이며 편향적으로 묘사하고 있다. 상대국의 불법적 행위를 비판하고 고유 영토인 독도를 방어하기 위해 맞서야 하는 대상으로 인식시킨다. 결국 독도가 양국 관계 발전을 저해하는 요인으로 작용하고 동북아 평화 정착에 걸림돌이 되고 있다. 이러한 인식에서 독도 영유권 문제를 장기전으로 유지하겠다는 양국의 정책 의도를 엿볼 수 있다. 따라서 양국 관계를 개선하고 동북아 평화 정착을 위해서는 현재와 같은 독도 교과서 기술 방식은 재고되어야 한다. 따라서 독도교육은 올바른 영토 인식 배양, 인류 평화에 이바지하는 인재 육성, 세계시민으로서의 소양 함양을 위한 미래교육으로 재편되어야 한다.

영문 초록

The purpose of this study is to compare how Dokdo is described in elementary school social studies textbooks in Korea and Japan and to understand the direction of Dokdo awareness and policy that both countries want to instill in students. Korea's elementary school textbooks are rich in various materials related to Dokdo to recognize Dokdo's sovereignty based on history, geography, and international law, and the volume is increasing. In Japanese elementary school textbooks, the more tests were repeated, Takeshima was unified as an expression of Japan's own territory, and emphasis was placed on clearly recognizing its sovereignty. However, Japanese textbooks did not provide any grounds for Japan's territorial sovereignty, and only described the expressions in the study guidance prepared by the Japanese government as if copying them as they were. Dokdo-related volumes did not increase. In terms of expressions related to Dokdo, Korea expands the concept of Dokdo as an inherent territory that we must protect from the outside and a part of the beautiful nature that is a universal concept of mankind, but Japan repeats the government's position that Dokdo is Japan's inherent territory. In addition, Korea and Japan commonly describe each other negatively and biasedly through Dokdo in their textbooks. Criticize the other country's illegal actions and recognize Dokdo as an object that must be confronted in order to defend its own territory. In the end, Dokdo acts as a factor hindering the development of bilateral relations and becomes an obstacle to the establishment of peace in Northeast Asia. From this perception, we can get a glimpse of the policy intention of the two countries to maintain the territorial dispute over Dokdo as a long-term war. Therefore, in order to improve bilateral relations and establish peace in Northeast Asia, the current method of describing Dokdo textbooks must be reconsidered. Dokdo education should be reorganized into future education for cultivating correct territorial awareness, cultivating talents who can contribute to human peace, and cultivating knowledge as a global citizen.
