국문 초록

이 연구의 목적은 광복 후 최초로 독도를 조사했던 1947년 조선산악회 울릉도·독도 학술조사단의 독도조사활동과 성과를 정리해 보고 그 의미를 파악해보는 것이다. 즉 1947년 울릉도·독도학술조사단의 구체적인 성과가 무엇이었는지 종합적으로 정리·평가해보는 것이다. 신라 장군 이사부가 울릉도·독도를 신라에 복속시킨 이래로 정부에서 파견한 조사단이 독도에 입도하여 종합적 학술조사를 실시한 것은 1947년 조선산악회 울릉도·독도 학술조사단이 처음이었다. 학술조사단이 독도에 입도하여 학술조사 활동을 수행한 것은 독도수호사에서 이정표가 될 획기적 사건이었다. 따라서 학술조사단이 독도에서 발견하고 기록한 것은 모두 최초의 것이었다. 이 연구를 통해 밝혀낸 1947년 울릉도·독도 학술조사단의 성과는 크게 6가지이다. 첫째, 독도 자연환경과 생태에 대한 최초의 과학적 조사. 둘째, ‘한국령’ 독도 표주 설치. 셋째, 심흥택 보고서 발견. 넷째, 울릉도 재개척(1883년) 이주민 홍재현의 증언 확보. 다섯째, 독도 소나무의 존재 확인. 여섯째, 최초의 독도사진과 변형된 독도 지형의 확인 등이다. 조사단이 발견한 성과 하나하나가 모두 독도영유권의 근거 확보와 관련해 중요하고 의미 있는 것이었다. 비록 미군정 하에 있었지만, 한국(과도)정부와 조선산악회가 공동으로 울릉도·독도 학술조사단을 파견하여 조사활동을 펼친 것은 독도현대사의 서막을 여는 동시에 독도영토주권 수호 의지를 드높인 획기적 사건이었다. 또한 1947년 울릉도·독도학술조사는 한국(과도)정부의 행정적, 실질적 독도 관리의 시작을 알리는 첫 출발점이었다. 1947년 울릉도·독도 학술조사단이 처음으로 현지조사를 실시한 이후 76년이란 세월이 흘렀다. 늦었지만 지금이라도 조사단이 남긴 성과를 확인하고 정리해서 발표하는 것은 대한민국이 독도를 실질적으로 관리해 왔음을 재확인하고, 독도영토주권을 확고히 한다는 차원에서 중요한 의미가 있다.

영문 초록

The purpose of this study is to summarize the Dokdo research activities and results of the Ulleungdo-Dokdo Academic Research Group of the Joseon Mountaineering Association, which first investigated Dokdo in 1947. In other words, it is to comprehensively summarize and evaluate the specific achievements of the Ulleungdo-Dokdo Academic Research Group in 1947. Since the Silla General Isabu's subjugation of Ulleungdo and Dokdo to Silla, the first research team dispatched by the government entered Ulleungdo and Dokdo to conduct a comprehensive academic survey in 1947 was the Ulleungdo-Dokdo Academic Research Group of the Joseon Mountaineering Association. The fact that the academic research team entered Dokdo Island and carried out academic research activities was a milestone in Dokdo's defense history. Therefore, it was the first time that an academic research group discovered and recorded on Dokdo. The results of the Ulleungdo-Dokdo Academic Research Group in 1947 revealed through this study are largely six. First, the first scientific research of Dokdo's natural environment and ecology. Second, installation of the 'Korean territory Dokdo’ station pole. Third, the discovery of Shim Heung-Taek's report. Fourth, securing the statements of Hong Jae-hyun, a migrant on Ulleungdo Island (1883). Fifth, confirmation of the existence of Dokdo pine trees. Sixth, the first Dokdo photograph and the identification of the modified Dokdo topography, etc. All of the findings of the research group were important and meaningful in relation to securing the basis for Dokdo's sovereignty. Although under the U.S. military government, the Korean government and the Joseon Mountaineering Association jointly dispatched Ulleungdo-Dokdo Academic Research Group to conduct investigations, which opened the beginning of Dokdo's modern history and increased their willingness to protect Dokdo's territorial sovereignty. In addition, the 1947 Ulleungdo-Dokdo Academic Survey was the first starting point for the beginning of the administrative and practical management of Dokdo by the Korean Interim Government. 76 years have passed since the first field survey conducted by Ulleungdo- Dokdo Academic Research Group in 1947. Although it is late, it is important to confirm, organize, and announce the results left by the research group even now to reaffirm that the Republic of Korea has actually managed Dokdo and to solidify Dokdo's territorial sovereignty.
