재난대응 역량 강화를 위한 소방청 직제 재구조화에 관한 연구

국문 초록

소방청 직제는 육상재난 대응 총괄기관의 지위는 가지고 있으나 직제는 기능적으로 분화되지 않아 현실적으로 책임행정 실현에 한계가 있다. 따라서 본 연구는 행정적·재난 관리적·기능적 측면에서 탐색적으로 접근하여 급변하는 재난환경에 의한 재난대응에 적합한 기능 중심의 중앙행정기관으로서 소방청 ‘국 단위’ 직제 개편에 대한 대안 제시에 목적이 있다. 이를 위해 선행연구 및 정부기관 보도자료 등 문헌연구와 전화 인터뷰 및 이메일 설문조사 방법으로 전문가 그룹과 소방공무원 그룹 등 총 200명을 모집단으로 하였으며, 소방청 조직 재구조화 관련 ‘국 단위’ 신설 등 보강 필요성에 대해 교육·훈련, 대외협력, 소방사범수사, 인사·예산, 정책개발, 소방산업진흥 분야 등 6대 분야로 한정하였다. 연구 결과 현재의 소방청 직제는 소관 법률의 제정 목적과 소방행정 수요의 증가, 소방행정 변화, 국민의 안전욕구 증대, 대형재난에 대한 대응능력 요구 등 소방영역 확대를 전혀 반영하지 못한 직제라는 것이다. 즉 책임성과 자율성을 가지고 과업을 수행할 수 없는 중앙행정기관이다. 소방청은 현재 3국 직제에서 4국을 추가 편제하여 7국 직제로의 운영이 요구되고 있는 것으로 분석되었다. 결론적으로 소방청 직제는 최소 기능적으로 분화된 7국 직제로 운영하고 소관 법률을 근거로 ‘국 단위’ 편제가 곤란한 경우 개별법에 ‘과 단위’ 직제를 설치하여 법률 집행을 보완해야 한다. 이에 더해 조직의 정체성을 반영하고 직무의 정확성, 명확성, 신속성이 보장되는 구조화된 직제가 선행되어야 한다. 다만 이러한 정책변동 추진 과정에서 조직의 이기주의적 관점에서의 접근은 경계하여야 한다.

영문 초록

Although the fire department system has the position of a general agency for onshore disaster response. it is being criticized for limiting the realization of responsible administration because the organization is not functionally differentiated. Therefore, the purpose of this study is to propose an alternative to the reorganization of the fire department unit as a function-oriented central administrative agency suitable for disaster respones due to the rapidly changing disaster environment by taking an exploratory approach from the administrative. disaster management, and functional aspects. To this end, a total of 200 experts and firefighters were selected as the population through prior research such as literature and government agency press releases, telephone interviews and e-mail survey methods. external cooperation, firefighting criminal investigation, personnel budget, policy development, and firefighting industry promotion. As a result of the study, the current fire service system is a system that does not reflect the expansion of the firefighting area at all, such as the purpose of enactment of the competent law, increase in demand for fire administration. changes in fire administration, increase in people’s safety needs. and demand for ability to respond to large-scale disasters. in other words, it is a central administrative agency that cannot perform tasks with responsibility and autonomy. it was analyzed that the fire service is required to operate in a seven-country system by adding three more countries form the current four-country system. In conclusion, the fire department system is operated at a minimum functionally diffentiated by seven countries, and if it is difficult to organize at the national level based on the laws under the jurisdiction, it is necessary to supplement the efficient law enforcement by establishing a divisional system in individual laws. in addition, a structured organization that reflects the identity of the organization and individual laws. in addition, a structured organization that reflects the identity of the organization and guarantees the accuracy, clarity, and promptness of the job should be preceded. however, in the process of promoting such policy changes, an organization’s self-interested approach should be wary of.
