원격조종 타워크레인 작업에서 안전작업매뉴얼 활용이 안전의 3원인(3E)과 운전원에 의한 사고에 미치는 영향에 관한 연구

국문 초록

원격조종 타워크레인 사용 증가에 따라 최근 6년간(’14 ∼ ’19. 6) 발생한 타워크레인 관련 23건의 사고를 분석한 결과, 총 사망사고 36명 중 일반 타워크레인 26명(72.2%), 원격조종 타워크레인 10명(27.8%) 등으로 나타났으며 2018년에는 사고발생이 없었으나 ’19년 상반기에 원격조종 타워크레인에서 2건의 사고로 3명이 사망하는 등 원격조종 타워크레인의 사망사고 비율이 늘어나고 있다. 본 연구의 목적은 원격조종 타워크레인 작업 중 발생한 안전사고에서 하비(J.H.Harvey)의 안전사고 간접적 원인이론인 안전의 3원인(Enforcement, Engineering, Education)과 운전원에 의해 발생되는 안전사고에 대한 영향에서 안전 작업매뉴얼이 미치는 조절효과에 대해 알아보고자 한다. 지금까지의 안전사고 대책인 원청업체, 임대업체 및 작업자에 대한 제제강화를 통하여 위험요인을 제거하려 하였다면 산업안전보건공단에서 개발한 「안전작업 매뉴얼」은 작업 당사자들이 사고 발생 주체로 인식하고 현장별 자율적인 안전관리 역량을 향상시켜 인명사고를 줄이고자 하였다. 연구방법으로는 작업자와 이해당사자 들을 대상으로 설문조사를 실시하여 독립변수인 안전의 3원인(3E)이 종속변수인 운전원에 의한 안전사고에 미치는 영향에서 「안전작업매뉴얼」활용 시 어떠한 조절효과가 있는지를 분석하였다. 이를 위해 Jamovi 통계프로그램을 이용하여 Sobel test와 Bootstrap 검증을 실시하였다. 분석결과 안전의 3원인(3E)인 관리 · 감독적(Enforcement) 원인, 기술적(Engineering) 원인, 교육적인(Education) 원인이 운전원에 의한 안전사고 발생에 미치는 영향에서 「안전작업 매뉴얼」 활용은 통계적으로 안전사고 발생에 차이가 것으로 나타나 안전 작업매뉴얼이 안전의 3원인과 운전원에 의한 사고간의 관계를 조절한다는 것을 알 수 있었다. 원격조종 타워크레인의 매뉴얼의 비치 및 활용여부에 대한 조사결과 대부분의 현장에 매뉴얼이 비치되지 않거나 비치여부를 알지 못해 매뉴얼 활용도가 매우 낮은 것을 알 수 있었으며 본 연구를 통해 매뉴얼 개발뿐 아니라 모든 현장에 보급하여 활용도를 높일 수 있도록 하는 방안이 필요할 것이다. 앞으로 원격조종 타워크레인을 사용하는 모든 작업현장에 「안전작업 매뉴얼」이 비치되어 작업자들의 안전작업과 재해예방에 도움이 되기를 기대하며 계속해서 건설기계에 대한 「안전작업 매뉴얼」개발로 이어지길 기대한다.

영문 초록

According to the result of analysis of 23 accidents related to tower cranes that have occurred over the past 6 years ('14~'19. 6) due to the increase in the use of remote controlled tower cranes, it found out 26 general tower cranes (72.2%) and 10 remote controlled tower cranes (27.8%) among the 36 fatal accidents. There were no accidents in 2018, but in the first half of 2019, the fatal accident rate of remote controlled tower cranes is increasing with two accidents resulting in three deaths. The purpose of this study is to Analyze adjustment effect of safety working manual on effect of the HARVEY's safety accident indirect cause theory -three causes (3E) of safety and disaster occurred by drivers in the remote controlled tower crane works. The research method is to conduct a survey of workers and stakeholders, and to find out what is the difference on the effect of three causes (3E) of independent variables to safety accident caused by controllers, which are dependent variables when using a safety work manual. For this, Sobel Test and Bootstrap verification were performed using the Jamovi statistical program. Results of analysis, using of the safety working manual was shown that there is a difference statistically on the effect of three causes (3E)-enforcement cause, engineering cause and educational cause- to safety accident caused by drivers. As survey results of whether the equipping and using of the safety working manual for the remote controlled tower crane, it found out that the manual utilization was very low because there is no manual in most construction sites, or workers did not know whether safety working manual is equipped. Through this study, it will be necessary to improve the utilization through spreading manuals to all construction sites as well as manual development. Forward, It is expected that safety working manual can be equipped on all construction sites that use remote controlled tower cranes and to help for safe work and prevention of accident and look forward to continuously leading to the development of safety working manual for construction machines.
