자율주행자동차 상용화에 대한 논의

국문 초록

인간은 자연환경이라는 커다란 틀 속에서 순응하며 살아왔고, 그러한 삶 속에서 어렵고 불편하고 힘든 일들을 더욱 쉽고 편안하게 하기 위해 노력해왔다. 이러한 노력들의 결과로써 자동차를 발명하였고, 자동차의 발명은 인간의 삶 속에서 없어서는 안 될 필수품이 되었다. 그러나 자동차의 발명은 인간의 활동영역 확대, 이동거리 및 이동시간 단축이라는 이점들을 제공하면서도 사고를 통한 인간의 생명과 신체 및 재산을 해하는 문제들을 발생시켰다. 따라서 자동차가 가진 다양한 문제들을 해결하기 위해 많은 노력과 시도들이 있어 왔고, 결국 자율주행자동차를 만들어냈다. 인간의 조작으로 주행하던 자동차에 비해 인공지능이 탑재된 자율주행자동차를 통해 인간의 생명 및 신체 그리고 재산의 보호가 어느 정도 이루어졌다고 볼 수 있다. 그러나 여전히 자율주행자동차가 가진 문제들이 존재하고 이러한 문제들을 개선하는 것이 본 논문의 목적이라고 할 수 있다. 그러므로 본 논문은 자율주행자동차가 가진 긍정적 측면과 부정적 측면을 살핀 후 우리나라보다 앞서 자율주행자동차의 상용화를 위해 노력해왔던 국가들인 미국, 독일, 일본 등의 국가들이 어떠한 방법으로 자율주행자동차의 상용화를 위해 노력해왔는지 구체적으로 살펴 보고자 한다. 그런 다음 우리나라와 비교분석을 통해 자율주행자동차가 가진 문제점들을 법률적·제도적으로 개선할 수 있는 방안들을 찾아볼 것이다. 특히, 자율주행자동차의 위험 평가 기준 및 민간협력위원회의 구성문제, 위험관리에 대한 의무화 조항 및 벌칙규정 마련, 개인정보 보호 및 사생활 침해 방지 등에 대한 방안들을 강구할 수 있도록 다양한 사항들을 분석하려고 한다.

영문 초록

Humans have adapted to various environments. They have led to many changes. In particular, humans controlled strong animals and used them as livestock. These efforts have led to increased agricultural production. Humans have experienced many things. Through these experiences, humans solved the inconvenience themselves. Based on this, human life has become comfortable and convenient. The center of this change can be said to be the development of artificial intelligence. Through the development of artificial intelligence, music, art, and writing activities have become possible. These activities were activities that only humans could do. With these changes, wheels were invented. The invention of the wheel shortened the travel time, thereby expanding the area of activity. However, the invention of automobiles has provided various advantages to humans. Nevertheless, there are problems that infringe on human life, body, and property. Self-driving cars were created to solve these problems. Self-driving cars are equipped with artificial intelligence. Therefore, it is possible to travel without human manipulation. The birth of self-driving cars solved the problems of automobiles. Nevertheless, there are problems with self-driving cars. Therefore, it is necessary to examine the development process, legal and institutional processes of advanced countries. Through these analyses, we need to apply things that help us. These efforts will be an opportunity to open the era of commercialization of self-driving cars.
