건설업 협력업체 근로자의 안전사고경험 및 안전감시단에 대한 인식조사 연구

국문 초록

국내 건설업은 사업장 내 안전 · 보건관리자, 관리감독자 등 전담인력의 안전관리에 대한 업무 능력 증가, 인력 부족으로 아웃소싱 형태의 재해예방 업무 보조 역할을 담당하는 안전감시단이 등장하게 되었다. 안전감시단은 사업장 외의 인력으로 모기업 근로자의 제조와 품질 관여에 한계가 있고, 안전관리에 대한 전문지식 부족과 협력업체 근로자 중심의 작업 안전에 국한되어 있어 안전감시단의 역할 정립을 위하여 안전관리 역량 강화의 필요성이 대두된다. 이에 본 연구에서는 사업장 안전감시단의 필요성과 자격, 업무에 대한 이해를 확인하고 산업재해 예방을 위한 인력 활용 방안을 목적으로 수행하였다. 연구 대상은 전남 여수시 소재의 A사의 건설업 협력업체 근로자와 건설업 기초안전보건교육을 받는 건설업 협력업체 근로자에게 자기기입식 설문조사를 하였으며, 365명을 대상으로 통계 분석하였다. 그 결과 주요 작업에 대하여 69.5%가 위험을 인식하고, 주변 환경에 의한 사고 경험이 높게 나타났다. 사업장의 안전을 위협하는 재해의 종류는 떨어짐, 물체에 맞음, 부딪힘 순으로 높게 나타났다. 사업장의 안전감시단을 경험한 경우는 71.5%이며, 경험자 중 안전 미준수로 안전감시단으로부터 지적을 경험한 경우는 39.1%로 나타났다. 안전감시단의 필요성과 안전감시단의 자격과 업무에 대한 이해는 남성, 정규직의 인식이 높고, 안전감시단의 자격과 업무에 대한 이해는 연령, 경력이 높을수록 인식도가 높게 나타났다. 사업장의 안전감시단 경험군이 안전감시단의 자격과 업무에 대한 이해에 대하여 미 경험군에 비하여 2.029배 인식이 높게 나타났다. 본 연구를 통하여 안전감시단 운영에 있어서 전문성 확보 시 그 효과가 높아질 것으로 예상하여 현재 자격 기준 없이 운영되는 안전감시단의 활동을 법령 또는 제도로 규정하는 것이 필요하다. 또한, 안전관리의 인력으로 업무 범위의 명확성을 제시하여 현장에서 재해 예방에 활용도를 높이는 방안이 마련되어야 할 것이다.

영문 초록

In the domestic construction industry, the safety monitoring groups, which plays a role of assisting in disaster prevention work in the form of outsourcing due to the lack of manpower, has emerged. The safety monitoring groups has limitations in the manufacturing and quality involvement of workers at the parent company due to personnel outside the workplace, and is limited to the lack of expertise in safety management and work safety centered on workers at subcontractors need to strengthen safety management capabilities. Therefore, this study was conducted for the purpose of confirming the necessity, qualification, and understanding of the work of the workplace safety monitoring groups and using manpower to prevent industrial accidents. The subject of the study was a self-written survey of workers at Company A's construction partner in Yeosu, Jeollanam-do, and workers at construction partner companies receiving basic safety and health education in the construction industry, and statistical analysis was conducted on 365 people. As a result, 69.5% of the main tasks were aware of the risk, and the experience of accidents caused by the surrounding environment was high. The types of disasters that threaten the safety of the workplace were in the order of drop, hit by objects, and hit. 71.5% of those who experienced safety monitors at workplaces, and 39.1% of those who experienced non-compliance experienced criticism from safety monitors. Men and regular workers are more aware of the need for safety monitors and the understanding of the qualifications and work of safety monitors, and the higher the age and experience, the higher the awareness of safety monitors. The experience group of the safety monitoring groups at the workplace showed 2.029 times higher awareness of the qualifications and understanding of the work of the safety monitoring groups than the inexperienced group. This study is expected to increase the effectiveness of securing expertise in the operation of the safety monitoring groups, so it is necessary to define the activities of the safety monitoring groups without the current qualification criteria as a law or system. In addition, measures should be prepared to increase utilization in disaster prevention in the field by presenting clarity of the scope of work with safety management personnel.
