공교육의 관점에서 본 한국 유아교육체제 분석

국문 초록

본 연구의 목적은 현 유아교육체제를 분석하여 향후 유아교육 공교육화 진전 과정에서의 발전과제를 탐색하는 것이다. 이를 위해 정부의 유아교육 5개년 발전계획을 통해 유아교육 공교육화의방향과 내용을 살펴보고, 공교육의 원리와 실제 영역의 구조적 준거를 토대로 유아교육체제의 현황을 분석하여, 유아교육이 기간학제화 단계로 나아가는 데 있어 실현되어야 할 향후 정책 과제를제시하였다. 주요 연구 결과들은 다음과 같다. 첫째, 정부의 정책은 공공성과 국가책임의 강화라는 목표 아래, 유아교육의 양적 확대를 넘어 질적·문화적 개선에 이르는 목표를 추구함으로써 보다 선진화된유아교육체제 구축을 시도하고 있음을 확인하였다. 둘째, 한국의 유아교육은 지난 20년간 국·공립 유치원 취원율 제고, 부모 부담률 개선, K-에듀파인 도입으로 인한 재무회계 투명성 제고, 평가인증의 도입, 누리과정의 전면적 시행, 유치원 운영위원회 의무화를 통한 부모-지역사회 연계 제고 등의 발전을 거듭하고 있다. 마지막으로, 본 연구에서는 유아교육 공공성 강화를 위한 원리-영역프레임웍을 설정하고, 이에 근거하여 유아교육 공교육화 체제 진입을 위한 과제들을 단기와 장기로 구분하여 각각 4가지 세부 과제들을 제안하였다.

영문 초록

The purpose of this study is to explore tasks for developing early childhood education (ECE) in the public education system by analyzing the current ECE system in South Korea. This study reviewed the Ministry of Education’s “5-year development plan” to analyze the vision and directions of the government’s ECE policy, analyzed the current ECE system based on the analytical framework derived from primary principles and policy domains for public education, and suggested future policy tasks for incorporating ECE into the public education system. The main research results are as follow: First, the government has strived to establish an advanced ECE system under the goals of increasing publicness and national accountability and has pursued improving its quality beyond the increased accessibility of the ECE. Second, Korea has continued to improve the ECE system by increasing the enrollment rate in public kindergarten, providing greater financial subsidies to parents, clarifying the transparency in financial accounting by adopting the “K-edufine” system, introducing the evaluation system, implementing a national (“Nuri”) curriculum, and encouraging collaboration with parents and communities with mandatory parent meetings. Finally, this study suggested four tasks for the government in each short-term and long-term plan based on the “principle-domain” framework for increasing the public nature of ECE.
