국문 초록

이 연구에서는 향후 빠르게 진행되는 인구 고령화에 대응하기 위해서는 노인인구의 양적 증가와 질적 구조적 변화를 동시에 고려한 균형있는 고령화 대응이 필요하다 저출산 고령사회 파급효과가 사회 전반에 걸쳐 나타나므로 일부 계층과 일부 영역에 대한한정적 접근에서 벗어나 관련 모든 영역에서 종합적 보편적으로 접근해야 할 것이다 잠재인력 활용과 관련하여 현재적 접근에서 벗어나 미래 고령사회에 대비한 중장기 관점에서 지속가능한 인력활용을 위한 인프라 시스템 구축 및 사회체질 개선이 필요하다 다운사이징이 빠르게 진행되고 있는 만큼 구체적인 실천계획을 마련하여 체계적인 추진이 필요하다 본 논문에서는 우리나라의 저출산 고령화 사회를 위한 정부의 주거환경과 정책방안에 관하여 문제점을 진단하고 이어서 정부의 정책들에 관한 시사점과 향후 성공적인 정책 추진을 위한 제언을 하고자 한다.

영문 초록

In this paper, we will present the problems and diagnose the government s housing environment and policies for the low fertility aging society in South Korea, then examine the implications of the government policies and suggest suggestions for successful policy implementation in the future. In order to cope with rapidly aging population in the future, it is necessary to cope with the aging of the population balanced with the quantity of increase of the elderly population and the quality and structural changes at the same time. Since the effects of low fertility and the aging society appear throughout society, it is necessary to approach a universal plan in all relevant areas from the limited approach of some classes and some areas. In order to utilize potential human resources, it is necessary to build an nfrastructure and system to improve sustainable manpower and to improve social structure in the mid- to long-term perspective in preparation for future aging society. As downsizing is proceeding rapidly, it is necessary to systematically implement specific action plans.
