국문 초록

본 연구는 불법중개 행위 및 부동산직거래가 부동산업계에 미칠 영향과 정부, 협회 및 중개업에 종사하는 사람들의 대응방안에 대해서 현업에 종사하는 개업공인중개사들을 대상으로 설문조사를 통해 연구했으며, 연구한 결과는 다음과 같다. 첫째, 무등록 및 불법 중개행위 근절방안으로 정부에서 협회에 불법 중개행위를 지도 단속할 수 있는 권한을 부여해서 철저히 단속해야 하며, 중개보조원 제도를 폐지해서 시장의 안정을 꾀하고 사용인도 보다 전문적인 직원으로 구성해야 한다는 점이다. 둘째, 일반인들이 부동산직거래를 하는 이유가 중개보수를 지불해야하고 공인중개사들의 전문성이 떨어진다는 점이기 때문에 개업공인중개사의 전문성을 높이고 중개업의 선진화를 통해서 일반인들의 이용만족도를 높여야 한다는 점이다. 셋째, 부동산직거래는 자칫 사기 등 범죄를 발생시켜서 국민들에게 많은 피해를 발생시키기 때문에 이에 대한 대비책으로 개업공인중개사들의 전문성을 키워서 거래는 반드시개업공인중개사들을 통해서 해야 안전하다는 인식과 신뢰를 심어 주어야 한다. 결론적으로, 불법중개 행위를 막을 수 있는 법적 제도를 마련하고 개업공인중개사들의 전문성을 향상시켜서 이용자들에게 신뢰와 이용만족도를 높이고 부동산거래는 반드시 개업공인중개사들을 통해서 해야 피해를 막을 수 있고 안전하다는 인식을 심어주는 것이 불법중개 행위 근절과 부동산직거래를 차단할 수 있고 개업공인중개사의 경쟁력을 키울 수 있다는 점이 밝혀졌다.

영문 초록

This research studied empirically through a direct survey of the nation-wide opened realtors for eradication of illegal brokerage and risks of real estate direct deal. As a result of research in it is as follows. In order to eradicate unregistered and illegal brokerage activities, the government gives the authority to control the illegal brokerage and strictly enforce it to KAR(Korean Association of Realtors). It is necessary to abolish the intermediary assistance system so as to stabilize the market and to make it more professional staff than general staffs. The reason that people make directly real estate transactions is to pay brokerage fees and lack of expertise of the opened realtors, so it is necessary to increase the satisfaction of the users by enhancing the expertise of the opened realtors and enhancing the brokerage industry. The direct real estate transactions cause a lot of damage to people by causing crime such as fraud. So transaction must be made through the opened realtors to build awareness and trust that it is safe to do so. In conclusion, by establishing a legal system to prevent illegal brokerage and raising the professionalism of the opened realtors, the trust and satisfaction of the public are raised, so that the real estate transaction must be made through the opened realtors, and by eradicating illegal brokering and blocking real estate transactions, it is possible to raise the competitiveness of the opened realtors.
