Changes to shop configuration in streets and merchant s awareness through the removal of enclosed arcades : A case study of 6 shopping streets in Osaka

국문 초록

일본의 역 앞 상점가는 마쯔리(지역축제) 개최와 같은 지역 커뮤니티를 형성하며, 지역 활성화의 거점 역할을 하기도 한다. 일본은 이러한 상점가를 대상으로 1960년대부터 상점가 활성화를 위해 아케이드 설치를 지원해왔다. 그러나 아케이드가 상점가에 설치 된 후 50 년 이상이 지났으며 아케이드 시설이 물리적으로 악화되었다. 더욱이, 정보통신과 교통의 발전에 따른 소비자 행동의 변화로 인해 소매업의 쇠퇴가 점차 심각해짐에 따라 많은 소규모 상점가에서 빈 점포가 증가하고 있다. 한편, 한국에서는 시설 현대화 사업과 관련하여 전통 시장의 아케이드에 대한 연구가 이루어지고 있다. 그러나 시설 현대화 사업이 전통적인 시장의 활성화로 이어진다는 명확한 근거는 부족하다. 본 연구자는 앞으로 도시 계획의 주안점은 공간의 매력에 있다고 본다. 일본의 소규모 상점가와 한국의 전통 시장은 접근성 면에서 장점이 있다. 이러한 이점을 활용하고 공간의 매력을 높이려면 아케이드의 장기적 관리 방법에 대해 논의해야 한다. 한국은 물리적 시설지원의 일환으로 아케이드 설치를 지원하고 있지만, 일본의 경우 현재 철거에 관한 연구가 이루어지고 있다. 일본의 아케이드 철거사례에 관한 연구는 한국에 많은 시사점을 줄 것으로 예상된다. 아케이드 철거 효과를 분석하기 위해, 아케이드를 철거한 오사카부(大阪府)의 6개 상점가에 대한 정보를 수집했다. 또한, 아케이드 철거에 의한 상점가의 변화를 파악하기 위해 상점가의 점포구성 및 방문객의 의식 변화에 대해 조사했다. 이러한 과정에서 아케이드 철거를 결정하기까지 의사결정과정에 대해서도 조사했다. 그 결과, 대다수 상점가에서 점포수가 감소하고 있으며, 상점가로서의 상업기능이 감소하고 있는 것을 확인했다. 그러나 상점가 활성화를 위해 지속적으로 노력하고 있는 상점가에서는 빈 점포수가 감소하고 있고 레스토랑과 같은 새로운 입점이 증가하고 있는 것을 확인했다. 철거까지의 의사결정 과정에서는 정부로부터의 보조금이 의사결정에 있어 가장 중요한 문제였다. 경영 컨설턴트와 같은 전문가와 함께 회의를 개최하는 것은 상점가 내부의 의사결정에 큰 영향을 미치는 것을 확인했다. 아케이드 철거를 통해 상점가의 이미지는 제고됐지만, 상점가 활성화에 대한 의식까지 개선되지 않는 것을 확인했다.

영문 초록

In Japan, many shopping streets have arcades installed and these streets have transformed into local communities and seen revitalization through festivals. However, as it has been more than 50 years since the arcades were installed, the facilities have experienced deterioration. A decline in retail shopping caused by changes in consumer behavior, aging of shops, and a lack of continuity have resulted in an increasing number of empty shops in many small shopping streets. In Korea, on the other hand, there have been studies of arcades in traditional markets in relation to facility modernization projects. However, there is no clear evidence that facility modernization projects lead to the revitalization of traditional markets. Hereafter, urban planning will focus on the attractiveness of spaces. Small-scale shopping streets in Japan and traditional markets in Korea have the advantage of accessibility. In order to make use of this advantage and raise the attractiveness of the space, it is necessary to consider the management of arcades. A case study of Japanese shopping streets that have removed arcades will be informative for Korea. To understand the impact of arcade removal, we collected case studies of shopping streets in Osaka Prefecture and gathered information on six shopping streets that have removed arcade facilities. We then researched the changes in shop configurations and merchants’ awareness about the revitalization of the shopping street. Moreover, the decision-making process of arcade removal will also be considered. As a result of arcade removal, the number of shops began decreasing and the location’s function as a shopping street saw a decline. Shopping streets that continued to be revitalized saw busier shops and a rise in the number of restaurants. In the decision-making process, government subsidies were the most important factor affecting arcade removals, and holding a study group with a management consultant was effective in convincing merchants. Although the image of the shopping street has improved with the removal of the arcades, it has not benefited merchants’ awareness of the streets’ revitalization.
