신혼부부 주거비용 지원사업의 효과분석과 주거상태 변화에 관한 연구

국문 초록

신혼부부 에게 주거는 한 가구를 이루는 공간으로 자녀의 출산·양육환경이자 정서적 안정을 누리는 장소이다. 그러나 높은 주택가격과 주거문제는 신혼부부에게 주거비 부담 야기하는 것을 넘어, 생애주기 상 가구형성기 결혼을 지연시키고, 출산 시기를 늦춰 저출산이라는 사회문제를 일으킨다.정부는 이에 대응하기 위해 2006년「저출산·고령사회 기본계획」을 발표하였다. 그러나 이러한 노력에도 불구하고 주거대책 강화라는 실질적 목적을 달성하기 어려웠다.이를 위해 중앙정부는 「주거복지로드맵 1.0」을 발표하면서 생애주기별 맞춤형 주거지원 방안을 제시하였다. 즉, 신혼부부를 대상으로 혼인기간조정·주택공급비율 향상·공급순위 변경 등 다양한 지원 정책이 마련되었다. 또한 지방정부 차원에서 2017년 전국 최초로 강원도는 「강？d도 신혼부부 주거비용 지원사업」을 시행하였다. 본 연구는 강원도 18개 시·군의 신혼부부를 대상으로 주거비용 지원사업이 실효성이 있었는지 그 사업의 효과와 주거상태의 변화를 분삭하고자 하였다. 이를 통해 주거지원의 실효성과 신혼부부 주거지원을 위한 정책방향의 시사점을 제시하고자 하였다.

영문 초록

For newlyweds, housing is a space that makes up one household, an environment for childbirth and raising of children, and a place to feel emotional stability. However, high housing prices and housing problems cause the newlyweds to have a burden on housing costs, delay marriages during the family formation period in the life cycle, and delay the period of childbirth, causing a social problem of low birth rates. Accordingly, at the local government level, Gangwon-do implemented the Housing Cost Support Project for Newlyweds in Gangwon-do for the first time in the country in 2017. Through this, financial benefits are provided to newlywed households, actively responding to the housing problems of newlyweds and seeking housing stability. Although these policies are primarily related to the housing problem of newlyweds, in the long run, they are related to the low birth rate problem in Gangwon-do, so it is necessary to carefully analyze the effect of the project from a long-term perspective and set the policy direction. Therefore, the purpose of this study is to analyze whether the newlyweds housing expenses support project has been effective for newlyweds residing in 18 cities and counties in Gangwon-do. In other words, it is assessed whether it has contributed to the quality of housing through the analysis of the effect of policy support and changes in housing conditions.
