제주지역 문화기반시설의 분포현황과 개선방안에 관한 기초연구

국문 초록

문화기반시설은 근본적으로 문화가 표현되는 시각적 형태의 시설 로 정의되며, 문화의 기능 또는 행위 패턴을 담을 수 있는 시각적 형태의 조형물로 구성된 일종의 영역(area)을 지칭하는 말이다. 그것은 도시민들 사이에서 이루어지는 문화 커뮤니케이션을 위한 시설이다. 따라서 향토문화예술이 진흥하기 위해서는 다양한 문화 예술 활동이 가능한 공간의 양적 확보와 아울러 공간의 질적 확보가 담보될 수 있는 시설확충이 추진되어야 한다. 일반적으로 문화기반시설은 크게 공공도서관, 전시시설(박물관. 미술관), 그리고 기타문화시설(공연시설, 문화의집, 문화원 등)로 구분할 수 있다. 제주도의 문화기반시설 현황을 보면 상당수가 제주시와 서귀포시에 집중되는 현상을 보이고 있는 등 지역의 문화예술진흥을 위한 기능과 배치계획에도 장기적으로 검토해야 문제인 것으로 생각된다. 본 연구에서는 문화시설의 기능적 평가보다는 문화시설로서의 접근성의 문제에 초점을 두고 제주도내의 문화시설이 지역적으로 어떠한 분포현황을 하고 있는지 분석을 통해 문화시설로서의 바람직한 배치방안을 제시하고자 함이 주요 목적이다.

영문 초록

Cultural Foundation is defined as visual shape foundation which can fundamentally expresses basic concept of culture. In other words, it designates a kind of area composed of some kind of visual sculpture that could include function or behavioral pattern of culture. That is a facility where local residents might be able to have cultural communication between each other. Therefore, those kind of facilities should be both qualitatively and qualifiedly expanded through local community so that people could enjoy various kinds of art and culture activities through those places and eventually it will lead development of local art and culture. Those kinds of facilities could be generally divided into two different categories by public institutions like library & museums and other kinds of cultural institutions like performing art hall & culture center. These facilities tend to be located mainly around Jeju city and Seogwipo city here in Jeju island and we have to make sure to build up new ones in more various places in different areas for local culture development. This study mainly focuses not on functional evaluation of culture facilities but on a matter of accessability as culture and art facility, researching for general location of those places around Jeju so that we could understand and analyze current distribution of them and would be able to work on a desirable plan for arrangement of new ones in the future.
