국문 초록

본 논문은 제주지역의 문화예술 활동을 장려하기 위하여 지원하는 문예진흥기금에 관한 것이다. 문화예술 분야에 대하여 왜 정부의 지원이 필요한 것인지에 대한 이론적 배경과 함께 외국과 우리나라의 문화예술 지원제도를 살펴보고. 제주 문예진흥기금의 운영 실태와 문제점을 분석한 후에 효율적인 활용방안을 제시하기 위하여 작성하였다. 문화예술에 관련된 혜택을 누리는 것은 국민의 기본권 중의 하나이므로, 정부는 이를 보장해 주는 차원에서 문화정책을 펴 나가야 한다. 그러므로 경제적으로 열악한 환경에 처해 있는 도내의 많은 문화예술인들로 하여금 정상적인 작품 활동을 통하여 사회공통체에 기여하도록 하기 위하여 문예진흥기금을 지원하는 정책은 필수적이다. 그러나 문예진흥기금의 재원 자체가 워낙 한정되어 있고, 지원을 받기 위한 경쟁이 치열하여 심사 결과에 대한 불만이 끊이지 않고 있다. 그러므로 현실적인 여건에 기반을 두고 국내·외의 사례를 참고하면서, 문예진흥기금의 재원을 확충하는 한편 효율적인 활용방안을 찾아내는 작업을 부단히 하여야만 할 것이다.

영문 초록

This paper is a study on funding for the promotion of arts and culture which is subsidized to activate arts and culture in Jeju area. To suggest ways to make effective use of arts funding, theoretical backgrounds on thy the government support is requisite, investigation of supporting systems on arts and culture in Korea and foreign countries, and its operation realities and challenges have been analyzed. Au people have the opportunity to appreciate, value, and participate in arts because it is one of the fundamental rights. Consequently, government must implement the cultural policy to ensure those rights. As a result, the policy for arts and culture funding is required, which enables lots of artists, who are currently in a climate of less funding, to contribute to the communities through normal arts activities. However, there are continuous complaints of the examination results because the funding resources are limited and competition is severe. Therefore, considering the funding cases at home and abroad based on the realities, researching ways to make effective use of arts funding as well as increasing funding resources should continue to be made.
