국문 초록

본 연구의 목적은 독도산업의 지속적인 발전을 위한 독도산업진흥법의 필요성을 제시하는 것이다. 이상과 같은 연구목적을 효율적으로 달성하기 위해 시간적 범위는 독도산업이 처음 제기된 2017년부터 현재까지로 하며, 공간적 범위는 국내로 한다. 내용적 범위는 우리나라 독도산업 진흥에 관련된 실태를 조사·분석하고, 이를 토대로 도출된 문제점을 검토한 후 독도산업진흥법의 필요성을 제시하는 것으로 한정하였다. 연구방법으로 접근방법은 역사적 접근방법을 사용하였고, 조사방법은 문헌조사법과 인터넷조사법을 병행하였으며, 분석방법은 기술적(記述的) 분석방법을 사용하였다. 연구 결과, 독도산업진흥법의 필요성으로는 첫째, 독도산업협회의 활동을 지원하여 협회가 본연의 업무를 통한 회원사의 발전을 도모할 수 있도록 제도적인 지원 근거를 마련하기 위함이며, 둘째, 국가자금 및 설비지원 혜택을 통한 발전을 도모할 수 있도록 독도산업진흥원의 설치를 위하여 그 근거로 독도산업진흥법이 필요하며, 셋째, 독도제품의 인증제도를 도입함으로써 구매촉진과 판로지원이 이루어지기 위함이고, 넷째, 관련 직종의 취업과 창업이 활성화되기 위하여 전문 인력양성을 적극 지원할 수 있는 근거로서, 다섯째, 정부와 각 지자체의 우선구매, 조세감면, 우수제품지정사업 등의 지원 등을 통한 제도적이고 체계적인 지원 근거를 마련하기 위하여 독도산업진흥법이 필요하다.

영문 초록

The purpose of the present study is to propose the necessity for a Dokdo Industry Promotion Act in service of the sustainable development of industry in Dokdo. In order to efficiently achieve such a research purpose, the temporal scope of the study is set from 2017 when Dokdo industry was first proposed, to the present time, while the spatial scope of the project is set to Korea. The scope of the subject matter is limited to proposing the necessity for a Dokdo Industry Promotion Act after investigating and analyzing the actual status related to the promotion of Dokdo Industry in Korea and then reviewing the problems drawn out on this basis. In terms of research method, the method of approach involved a historical approach; the investigation method conducted both literature research and internet research in parallel; and the analysis method made use of a descriptive analysis method. The results of the study show that the Dokdo Industry Promotion Act is necessary (1) for establishing grounds for institutional support in order to promote the development of membership companies through the Dokdo Industry Association’s natural tasks by supporting the association’s activities, (2) for installing a Dokdo Industry Promotion Center in order to promote development through the use of national funds and benefits supporting facilities, (3) for promoting purchases and supporting the market by adopting a certification system for Dokdo products, (4) for actively supporting the training of expert personnel with an aim to revitalize employment and entrepreneurship in relevant occupational categories, (5) for establishing the grounds for institutional and systematic support in the form of preferential purchases, tax reductions, and excellent product designation projects in each local self-governing body.
