정책환경 변화에 따른 지적재조사사업 개선방안 연구

국문 초록

본 연구의 목적은 지적재조사 제1차 기본계획과 제2차 기본계획의 주요 성과와 정책환경의 변화내용을 고찰한 다음 향후 바람직한 지적재조사의 추진방향을 제시하는 것이다. 이러한 목적을 달성하기 위해서 본 연구는 각 기본계획의 중점과제의 추진 성과에 어떠한 환경요인들이 영향을 미치는 지를 분석하였고 그 결과를 바탕으로 향후 정책변동 가능성도 또한 검토하였다. 검토결과 제1차 기본계획의 미래지향적 지적제도 개편에서는 지목체계 개편, 입체지적공부 구현 등을 추진할 계획이었으나 제도의 미비로 시행되지 않고 있으며, 제2차 기본계획의 지적 등록정보 다원화, 민간산업 활성화 및 해외시장 확대 등의 사업들은 예산 및 인력의 부족으로 당초 계획보다 사업추진이 더디게 진행되고 있다. 따라서 향후 제3차 기본계획에서는 추진되지 않는 과제들을 검토하는 등의 정책변동이 필요하다. 본 연구를 그간의 정책환경 변화를 토대로 향후 지적재조사사업의 개선방향을 검토했다는 점에서 의의가 있다. 또한, 향후 연구에서는 다양한 이해관계자의 정책변동에서 어떠한 역할을 하는지에 대한 집중적인 조사와 분석이 이루어져야 할 것이다.

영문 초록

The purpose of this study is to examine the main achievements of the First Basic Plan and the Second Basic Plan for the Cadastral Resurvey Project as well as the changes in the policy environment and to suggest a desirable direction for the future cadastral resurvey project. To achieve these goals, we analyzed what environmental factors affect the performance of the critical tasks of each basic plan and also examined the possibility of future policy changes based on the results. As a result of the review, the future-oriented cadastral system reorganization of the First Basic plan was intended to promote the restructuring of the land category system and the realization of a three-dimensional cadastral system. Still, it was not implemented due to the lack of the system. Besides, projects such as diversification of cadastral registration information, activation of the private industry, and expansion of overseas markets in the Second Basic Plan have been progressed more slowly than expected due to the lack of budget and workforce. This study is significant in that it has reviewed the direction of improvement of the Cadastral Resurvey Project in the future based on changes in the policy environment. Besides, in future research, intensive investigation and analysis should be conducted on how various stakeholders play a role in policy changes.
