Effective Surveying Method According to the Establishment of National Disaster Response Damage Investigation System

국문 초록

최근 전 세계적으로 기후변화와 환경 파괴 등 다양한 이유로 크고 작은 재난이 발생 되고 있다. 특히 공간정보 분야에서는 국가적 재난이 발생하였을 경우 국민의 생명과 재산을 안전하게 지키기 위한 다양한 방안이 요구되고 있다. 이에 따라 본 연구에서는 국가재난대응재해조사체계 구축에 따른 기본적인 모델을 제시하였으며, 특히 산사태와 지진을 대상으로 사례연구를 통하여 재해조사 시 적용할 가장 효과적인 조사방법을 도출하였다. 첫 번째 사례연구에서는 산사태 발생지역의 정밀조사를 위하여 앱(APP)을 이용한 트래킹 방법, 토탈스테이션을 이용한 직접관측, 실시간이동측량(RTK) 및 무인항공기(UAV)를 활용한 측량 등 4가지 방법을 비교 분석하였다. 분석 결과 UAV를 활용한 재해조사 방법이 가장 빠르고 안전하며 다양한 재해조사가 가능함을 확인할 수 있었다. 두 번째 사례연구에서는 지진 발생 직후 피해지역에 대하여 MMS(Mobile Mapping System) 방법과 UAV 조사방법을 비교 분석하였다. 분석 결과 두 방법 모두 각각의 장단점이 발생하여, UAV 방법과 MMS 방법을 적절히 조합한 정밀조사 방법이 가장 효과적임을 확인하였다.

영문 초록

In recent years, many disasters have occurred around the world for various reasons such as climate change and environmental destruction. In particular, in the field of geospatial information, various measures are required to safely protect the lives and property of the people in the event of a national disaster. Accordingly, this study suggest the effective surveying methodology according to the establishment of national disaster response damage investigation system. Specifically, through case studies on landslides and earthquakes, the most effective survey methods to be applied in disaster damage investigations have been drawn. In the first case study, four different methods are compared for disaster damage investigation of landslide areas; damage tracking using an mobile APP, direct observation using a Total Station, Real-Time Kinematic (RTK), and unmanned aerial vehicle (UAV) survey. It shows that utilizing UAV is the fastest and safest method for various disaster investigations. In the second case study, MMS (Mobile Mapping System) method and UAV survey method are compared and analyzed for the damage investigation in earthquake area. As a result of analysis, each method has its own pros and cons, therefore it could be concluded that both of methods utilizing UAV and MMS should be applied in appropriate combination.
