지방 중소도시의 정비사업 추진실태 및 특성분석

국문 초록

정비사업은 중소도시에서 50%이상의 비중을 차지하고 있을 정도로 아주 중요한 사업이다. 과거 우리나라의 정비사업은 다양한 주택을 공급하여 개발이익을 창출하는 양적개발 위주였다. 그러나 수도권에만 치우친 개발은 비수도권과 상당한 주거수준의 격차를 나타내었고, 이로 인하여 수도권의 인구집중, 비수도권의 인구감소 등 많은 문제점을 초래하였다. 지방 중소도시의 경우 사업성이 매우 낮아 경제적 관점에 따라 민간부분이 주도하는 현행 도시정비사업제도에서는 정비사업 본래의 목적을 달성하기에는 큰 한계를 지니고 있으며, 경상남도의 정비사업이 가장 지연되고 있는 실정이다. 인구 50만 이상인 지역을 제외한 통영시와 거제시의 정비사업 추진실태 분석과 대도시와의 비교분석을 통하여 사업단계별 문제점을 도출하였다. 또한 선정된 대상지의 정비사업 현황과 주민대상 설문조사를 바탕으로 회귀분석을 실시하여 주민들의 찬성의사에 미치는 영향을 파악하였고, 이로 인한 정비사업의 특성을 도출하였다.

영문 초록

Maintenance is a very important project since it accounts more than 50% in small and medium-sized cities. Maintenance has been focusing on quantitative development and making profit by providing houses rather than improving life environment or life quality in the past in Korea. However, the development which was focused only on metropolitan areas has made a huge habitation gap between the metropolitan areas and non-metropolitan areas, followed by many problems such as concentration of population and a decrease in population of non-metropolitan areas. Since maintenance is mostly driven by the private sector pursuing profits, it is difficult to achieve the primary goal of the redevelopment in regional small and medium-sized cities which have low business value. Gyeongsangnam-do is a region where maintenance is most delayed in the non-metropolitan areas. The study examined actual condition of maintenance in Tongyeong-city, Geoje-city except the areas with the population not less than 500,000, and found out problems in each case. Also, based on the current maintenance status in selected places and survey on the residents, regression analysis is conducted to understand impact on the residents’ opinions.
