국문 초록

본 연구는 지역 일자리사업의 예산결정요인을 식별하고 일자리사업 수행기관의 효율성의 결정요인을 실증적으로 분석하는 것을 목적으로 한다. 이를 위해 먼저 지역일자리 목표 공시제 자료를 기초로 부산·울산·경남지역 기초자치단체 일자리사업 자료를 분석한 결과, 재정자립도 및 고령인구비율이 일자리사업의 예산 규모와 밀접한 관련을 갖는 것으로 나타났다. 또한 기초자치단체를 의사결정단위로 하는 자료포락분석을 활용하여 상대적 효율성을 측정한 결과, 전체 51개 지자체 중 46개가(90%) 비효율적으로 분류되어 개선의 여지가 존재하는 것을 확인하였다. 마지막으로 토빗회귀분석을 통하여 일자리사업 효율성의 결정요인을 추정한 결과, 재정자립도가 지자체의 일자리사업의 효율성의 통계적으로 유의미한 영향을 끼치는 것으로 나타났다. 이러한 결과는 지방자치단체의 재량이 일자리사업의 효과성과 밀접한 관련이 있음을 의미하는 것으로 일자리사업 수행의 효과성 제고를 위해 사업수행기관이 재량을 충분히 확보할 수 있도록 재정자립도를 높이고 중앙정부 및 광역자치단체의 정치적 영향력을 최소화하려는 노력이 요구됨을 시사한다.

영문 초록

This study attempts to assist in understanding the process of determining the budget for public job creation projects and to empirically estimate the determinants of the efficiency of local governments that carry out job creation projects. To this end, based on the data from the local job target disclosure system, we first analyze information on the public job creation projects in the Busan-Ulsan-Gyeongnam area and find that the fiscal self-reliance ratio and the elderly population ratio are closely related to the budget size of the job creation projects. In addition, measuring the relative efficiency through data envelopment analysis with the local government being the decision-making unit, we find that 46 out of 51 local governments(90%) are classified as inefficient. Finally, the results from the Tobit regression analysis shows that the fiscal self-reliance ratio has a statistically significant effect on the efficiency of job creation projects of local governments. The results above indicate that the discretion of local governments is closely tied to the effectiveness of job creation projects. In conclusion, we suggest that efforts are needed to enhance the fiscal independence of local governments and minimize political influence of central and metropolitan governments, so that project implementers can secure sufficient discretion and improve the effectiveness of job creation projects.
