키프로스의 분단과 통일 문제에 대한 연구

국문 초록

남북 교류협력과 통일에 대한 연구를 위해서는 다른 분단국가의 사례에 대해 관심을 두게 된다. 그런데 강학상 분단국가로 분류되지 않으면서도 남북통일과 관련하여 관심을 두고 지켜볼 필요가 있는 국가가 있다. 바로 남북으로 분단된 키프로스(Cyprus)이다. 키프로스는 베트남이나 남북한과 같이 전쟁을 경험하였다. 남북 키프로스 사이에는 우리의 비무장지대(DMZ)와 마찬가지로 약 184킬로미터의 비무장지대인 유엔 완충지대가 있다. 동서독의 베를린과 같이 수도 니코시아(Nicosia)가 남북으로 분단되어 있다. 중국과 대만의 관계와 같이 국제사회에서 남키프로스는 국가승인을 받았으나 북키프로스는 터키를 제외한 다른 나라로부터 국가로 승인받지 못하고 있다. 예멘의 통일과정과 같이 남북 키프로스 정상 간의 구체적인 통일 협상이 계속 진행되어 오고 있다. 주변 강대국의 이해관계가 얽혀 있는 점도 유사하다. 이글에서는 키프로스의 독립과 분단, 교류협력, 통일 협상과정 및 관련 쟁점 등을 살펴보고 이를 통해 우리에게 주는 시사점을 도출해 보았다. 이 연구를 계기로 키프로스에 대한 연구가 보다 활성화되어 남북한 통일과정에서 제기되는 문제점을 해결해 나가는데 도움이 되기를 바란다.

영문 초록

For research on inter-Korean exchanges and cooperation and unification, attention will be paid to the cases of other divided countries. However, there is a country that is not academically classified as a divided country but needs to be watched with interest in the unification of the two Koreas. It is Cyprus, which is divided into the S outh a nd the North. Cyprus has experienced war like Vietnam and the two Koreas. Between the two Koreas, Cyprus has a UN buffer zone, a demilitarized zone about 184 kilometers long, just like our DMZ. Like Berlin in East and West Germany, the capital Nicosia is divided into two Cyprus. Like relations between China and Taiwan, South Cyprus has received state approval from the international community, but North Cyprus has not been approved as a state from other countries except Turkey. Specific unification negotiations between the leaders of the two Cyprus have continued, as in Yemen s unification process. It is also similar in that the interests of neighboring powers are intertwined. In this article, we looked at Cyprus independence, division, exchange and cooperation, the process of negotiations on unification and related issues, and drew up implications for us. It is hoped that this study will further boost the research on Cyprus, which will help solve the problems posed by the unification process between the two Koreas.
