국문 초록

지방정부가 통일부로부터 ‘대북지원사업자’로 승인을 받을 수 있게 되었지만, 이런 제도의 변화가 정말 새로운 전기를 가져올 것인가에 대한 비판이 있다. 왜냐하면, 사실 대북지원사업자의 승인과 별개로 지방정부가 독자적으로 남북교류협력사업을 추진하는 것이 불가능한 것은 아니었기 때문이다. 지방정부가 법 제도적인 이유에서 민간단체와 같이 공동사업을 추진해야 했던 것이 아니라, 역량의 부족에서 그럴 수밖에 없었다는 것을 인정할 필요가 있다. 달리 이야기 하면, 과거 역량부족으로 민간단체에 의지해야 했던 원인을 해결하지 않는 이상, 지방정부가 대북지원사업자로 활동할 수 있다는 제도적 변화가 가져올 실제적 변화는 없다고 할 수 있다. 그럼에도 불구하고 지방정부 ‘대북지원사업자’ 승인이 가지고 있는 의미는, 현재 지방정부 남북교류협력사업의 변화와 기존의 남북교류협력의 방식에 균열이 발생하고 있으며, 지방정부 남북교류협력 사업에 대한 생각과 태도에서 발전적 진화가 이루어지고 있다는 데서 찾을 수 있다. 즉 책임성 있는 독자적 남북교류협력의 주체로서의 인정이 보편화 되고 있는 것이다. 그러나 인정과 별개로 높아진 위상에 맞는 주체가 되기 위해서는 제도적 측면, 인식론적 측면, 행태적 측면의 내부 역량강화가 필요하다. 새로운 것을 고민하기보다, 지금까지 책임감 있는 주체성을 확보하지 못했던 이유를 찾는 것과 더불어 과거 지방정부가 왜 독자적인 남북교류협력사업 추진을 포기했었는가에 대한 반성으로부터 시작해야한다.

영문 초록

It is believed that local governments face a new turning point in inter-Korean exchange and cooperation when they are able to get approval from the Unification Ministry as ‘North Korea support operator’ which can pursue inter-Korean exchange and cooperation projects independently. But there are critical views on whether such a change in the system will really bring new situation. It is necessary to admit the institutional change that the local government can act as a North Korean support operator will fail to bring real change unless local government resolves the cause of relying on NGO due to the lack of capacity in the past. Nevertheless, the meaning of being North Korea support operator can be found in the facts that there are cracks between changes in the local government s inter-Korean exchange and cooperation projects and current methods of inter-Korean exchange and cooperation, and that a developmental evolution is taking place in general thoughts and attitudes toward the local government s inter-Korean exchange and cooperation projects. Recognition as the main body of responsible inter-Korean exchanges and cooperation is becoming common. Besides recognition, however, internal capacity building in institutional, epistemological and behavioral aspects is necessary to become a subject that fits the elevated status. Finding ways to strengthen internal capabilities should start with finding out the reason local government failed to secure subjectivity, along with self-reflection on why local governments in the past gave up their independence in inter-Korean exchange and cooperation.
