국문 초록

본 연구의 목적은 통일한국의 사회복지 통합을 감안할 때, 예상되는 남북한 군인연금제도의 통합 쟁점을 제시, 이를 근거로 거시-구조적 수준에서 남북한 군인연금통합 방향을 제시하는 것이다. 이에 본 연구는 북한의 군인연금제도에 대해 북한이탈주민의 증언을 바탕으로 논증하는 한편 기존의 문헌연구를 통해 그 내용을 분석하였다. 특히 본 연구는 이를 토대로 남북한 군인통합의 쟁점과 과제를 제시하고자 한다. 분석결과, 첫째, 무엇보다 통일이후 군인연금을 포함, 남북한 사회복지제도의 과도기적 이중체제 운영의 불가피성이다. 둘째, 통일직후 여타 사회보험제도도 마찬가지지만 만약 남북한 사회보험 통합을 추진한다면, ‘선 가입자 통일, 후 수급자 통일’ 방식으로 진행해야한다. 셋째, 통일 이후 북한주민의 ‘노후 생활보장 기준액’을 준비·제시해야 한다. 넷째, 북한주민들에게 노후보장을 위한 다층연금체제 도입을 검토, 수급자의 경우 주택연금-사유화 전제-활용, 가입자의 경우 개인연금, 퇴직연금, 주택연금, 농지연금-협동농장원- 가입을 유도할 필요가 있다. 다섯째, 질서 있고 평화로운 남북한 사회복지 통합을 추진해야한다. 여섯째, 남북한 사회복지통합 기준의 ‘정치성’을 배제해야한다. 일곱째, 남북한 사회복지 통합은 현실적으로, 전략 전술적으로 남북한의 공동책임과 공동부담 방식으로 진행해야한다.

영문 초록

The purpose of this research is to present the expected integration issues of the military pension system between the two Koreas, taking into account the integration of social welfare programs in a unified country, and based on those, present the direction of integration on military pensions between the two Koreas on the macroscopic and structural dimension. The outcome of the analysis is as follows. First of all, it is inevitable to operate a transitional dual system of the inter-Korean social welfare system, including the military pension after reunification. Second, The other social insurance systems right after reunification are the same, but if the two Koreas are pursuing to integrate the military pension, it should be implemented through ‘subscriber unification first, recipient unification next’. Third, “the sum of senior standard for living security” after reunification should be prepared and presented. Fourth, the government needs to review the introduction of a multi-layered pension system for the North Korean people with the aim of age security, and for the pensioners, it is necessary to utilize the housing pension-on the premise of privatization system, and for the subscribers, individual pension, retirement pension, housing mortgage reverse and farmland pension(in the case of cooperators). Fifth, we must push ahead with the peaceful integration of South-North social welfare system. Sixth, we must exclude the “political nature” in the inter-Korean social welfare integration standards. Seventh, the unification of South and North Korea’s social welfare system should be carried out in a realistic, and strategic and tactical way, in a joint burden manner with the joint responsibility of the two Koreas.
