국문 초록

남북통일이란 남북의 현재의 서로 다른 이념과 체제 하에 형성된 정치제도의 통합을 전제하고 있어 서로 다른 기존 질서를 하나로 통합하는 문제는 매우 어려운 과제이다. 정치제도의 통합과제로서 특히 정당 및 선거제도는 정치권력을 탄생시키는 동태적 과정을 제도화하는 과정이 포함되어 있으므로 중요한 통일과업의 하나가 된다. 무릇 정당 및 선거제도는 정치권력을 형성하고, 나아가 국가권력기구를 구성할 수 있도록 하는 중요하고도 상징적인 과정이라는 점을 부인할 수 없다. 남북의 선거제도를 이해하고 그 통합방안을 고찰하는 것은 통일국가 수립 이후라하더라도 사회 문화 경제를 비롯하여 정치통합은 지속적인 과제로 남아있을 가능성이 크다. 남북한의 선거제도에 대한 법제도와 실태 연구는 통일국가의 기초를 다지는 중요한 법질서를 구축하게 된다. 통일은 그 시기를 예측하기 어려우나 급작스레 가능하다는 선례는 동서독의 통일사례를 통해 잘 알 수 있다. 여기서는 남북한의 선거제도를 비교하여 그 차이점을 이해하고 향후 바람직한 선거제도 통합을 위한 과제를 논의한다. 이를 통해 통일국가의 국가 및 정치이념과 질서에 입각한 선거제도의 정착을 위한 방향을 살피고, 통일국가에서 안정적인 민주국가체제를 형성할 수 있도록 하는 기반을 제시하는 데에 중점을 두어 고찰한다.

영문 초록

Korean unification presupposes the integration of political systems formed under the current ideologies and regimes of the two Koreas, so the problem of integrating different existing orders is a very difficult task. As an integrated task of the political system, especially the political parties and the electoral system include the process of institutionalizing the dynamic process that creates political power, and thus become an important unification task. It cannot be denied that political parties and electoral systems are important and symbolic processes that form political powers and further form national powers. The study of the legal system and the actual status of the election system in South and North Korea will establish an important legal order that lays the foundation for a unified Korea. The precedent that unification is difficult to predict but is suddenly possible can be seen through the unification case of East and West Germany. Here, we compare the electoral systems of the two Koreas to understand the differences, and discuss the challenges for integrating desirable electoral systems in the future. Through this, we will look into the direction for the establishment of an electoral system based on the national and political ideology and order of the unified nation, and focus on providing a basis for establishing a stable democratic state system in the unified Korea.
