국문 초록

최근 북한 김정은 국무위원장 ‘신변이상설’의 소위 가짜뉴스는 단기간에 한국을 비롯한 국제사회에 적지 않은 ‘인포데믹(infodemic)’ 파장을 불러일으켰다. 그리고 이로 인한 북한 급변사태 논의들이 자연스럽게 이루어지기도 하였다. 1989년까지 같은 처지의 분단국이었던 한반도와 독일은 현재 정치·경제적인 측면에서 큰 차이를 보이고 있다. 독일과 러시아를 포함한 체제전환국들의 다양한 이행사례들은 한반도에 중요한 시사점을 줄 수 있다. 특히 작금의 상황에서 통일 시나리오에 대한 이론과 원칙의 논의는 중요하다고 판단된다. 이에 본 연구는 기존의 선행연구들에서 한계로 지적되는 통일방식에 대해 ‘조약의 국가승계이론’과 ‘통합이론’의 관점에서 고찰해보고, 독일의 국유재산 전담관리기관의 사례를 분석하였다. 그리고 광복 이후 일제 식민지 시절의 귀속재산에 대한 처리문제를 분석하여 한반도 통일 후의 상황에서 북한 부동산의 소유권 처리방안에 대한 정책적 시사점을 도출하였다. 본 연구에서는 남북한 통일 과정에서 전제가 될 수 있는 방식을 이론적 차원에서 접근하였다. 특히 기존 논의 중 4개 시나리오를 가정하고, 북한의 부동산 소유권 처리방안을 검토하였다.

영문 초록

Recently, fake news of North Korean leader Kim Jong-un s personal abnormalities caused quite a few infodemic repercussions for South Korea and the international community in a short period of time. As a result, discussions on sudden changes in North Korea naturally took place. The Korean Peninsula and Germany, which were the same divided countries until 1989, are now showing wide differences in political and economic aspects. Various cases of Eastern European transition countries could give important implications to the Korean Peninsula. In particular, it is deemed important to discuss theories and principles on unification scenarios in these days situations. In response, this study examined the unification method, which is pointed out as a limitation in the previous prior studies, from the perspective of National succession t heory a nd integration theory and analyzed the c ase of t he G erman state property management institution. This study analyzed how landownership, which had been lost to Japan in the past, was recovered. In this study, the theoretical approach was made to the method that could be a premise in the process of unification between the two Koreas. In this study, four scenarios were assumed, among the existing discussions, and real estate ownership treatment in North Korea was reviewed.
