이주자 대상 다문화교육 방안 연구

국문 초록

한국 사회는 점점 더 다문화적인 곳으로 변하고 있다. 그런 점에서 다문화 교육은 한국사회의 모든 구성원을 위해서 시행되어야 한다. 그런데 지금까지 이주민들을 대상으로 한 다문화 교육은 소수 문화성에 대한 인식과 이해보다는 주류 문화에 대한 이해와 수용에 초점이 맞추어져 있었다. 한국사회의 다문화적 변화 속도로 미루어 볼 때, 이주민들이 이해해야 할 대상은 한국인뿐만 아니라 다른 이주민들이기도 하다는 점에서 이는 문제적이라고 할 수 있다. 이러한 문제의식에 따라 이 연구에서는 연구 문제를 다음과 같이 구체화하여 진행하였다. 첫째, 현재 이주자를 대상으로 시행되는 사회통합 프로그램(KIIP: Korea Immigration and Integration Program)을 중심으로 국내 거주 외국인을 대상으로 한 다문화 교육 내용을 분석하여 그 편향성과 한계를 검토했다. 둘째, 사회통합 프로그램에 다문화 교육의 내용을 융합할 방안을 모색하기 위해, 다문화교육을 통한 학습자의 소통 능력 증진에 초점화한 Bennett(2017)과 다문화교육을 통한 학습자의 사회화 역량 향상에 초점을 맞춘 Banks(2007)를 비교 고찰했다. 마지막으로 이상의 검토 내용을 기반으로 현재 운영되고 있는 이주자 사회통합프로그램 체계에 다문화 교육을 융합하였을 때의 가치와 의미에 대해서 제시했다.

영문 초록

The Koreansociety is becoming more multicultural and, because of that, multiculturaleducation should be implemented for all its members. So far, multiculturaleducation for migrants has been focusing on the understanding and acceptance of the mainstream culture, rather than the recognition and understanding ofminority cultural backgrounds. Given the speed of multicultural change in the Koreansociety, this is problematic because migrants need to understand not onlyKoreans but also other migrants. This issue has been embodied as the focalpoint of the research presented in this paper. Thus, first, the study analyzesand critiques the contents of multicultural education introduced in the KoreanImmigration and Integration Program (KIIP). Second, we compared Bennett (2017),which focuses on communication skills, with Banks (2007), which focuses oncitizenship. This was done in an effort to explore the content of multiculturaleducation that is consistent with the language and civic education that KIIP isfocusing on. Lastly, based on the abovementioned review, this study presentsthe value and meaning of the convergence of multicultural education into thesystem of immigrant social integration program.
