국문 초록

본 연구의 목적은 문화예술 관련 국·공립 단체의 운영 방향과 개선책이 실질적으로 이루어지기 위해 예술경영·정책적 관점을 적용하여 분석하고 평가함으로서 그 개선 방안에 대해 제시하는데 있다. 이러한 목적을 달성하기 위하여 동·서양음악이론을 바탕으로 예술경영 및 정책적 관점에 따라 국·공립 국악관현악단의 조직 현황, 운영 현황 및 재정 현황 등에 대해 비교·분석함으로써 국내 국악관현악단의 효율적인 운영 방안에 대해 제시하였다. 비교·분석의 대상으로는 서울시국악관현악단, 국립국악관현악단과 성남시립국악단으로 한정하였다. 또한 운영 실태의 현황의 범위로는 일반운영, 조직운영, 재정운용 등으로 한정하였고 시기로는 최근 2012년부터 2014년까지의 정보 및 활동을 중심으로 조사·분석하였다. 이제 국악관현악단은 유지 차원이 아니라, 재도약의 기반을 마련해야 할 것이다. 국악관현악단은 국·공립 공연장의 관계에서부터 시작해서 조직과 운영, 재정 상태, 나아가 국악 관현악이 갖는 본질을 실현하는 문제가 관건이다. 이를 위해서는 전략적인 접근은 물론 효율적인 발전방안을 마련해야만 할 것이다.

영문 초록

The purpose of this study is to implement plans and solutions for better operating culture & arts-related national and public groups more substantially. by analyzing and evaluating them from the perspectives of art management and policy and suggesting measures to improve them. To attain the goal, based on Eastern and Western music theories, this researcher has comparatively analyzed the organizational status, operational status, and financial status of national and public traditional music orchestras in the aspects of art management and policy and suggested how to operate traditional music orchestras more efficiently. The subjects of comparison and analysis were limited to Seoul Metropolitan Traditional Music Orchestra, the National Orchestra of Korea, and Seongnam Municipal Traditional Music Orchestra. Also, the status of their operation ranged from general operation and organizational operation up to financial operation and so on, and in terms of the period, data and activities were collected mainly from 2012 until 2014 for research and analysis. Now is the time that traditional music orchestras should stand up from where they are and lay the ground for alteration. Traditional music orchestras’ key to success is to improve relationship with both national and public concert halls as a start. Then to enhance the conditions of their organizational and financial operation, and also realize the essence of traditional orchestral music. To attain the goal, they will have to employ strategic approaches and also devise plans for more efficient development.
