국문 초록

4차산업혁명 기술의 가장 큰 특징은, 초연결성을 근간으로 접촉하는 사람이나 사물의 주체를 인식하고, 이를 빅데이터화 하여, 적재적소에 필요한 정보를 가공하여 제공한다.더불어, 우리는 전 세계적으로 거대하면서도 빠른 네트워크를 보유하고 있고, 스마트폰 및 기타 여러 기기를 이용하여 서비스에, 접속 필요한 정보를 취득한다. 하지만 제아무리 뛰어난 환경을 만 들어 간다 하여도 결국 많은 사람들에게 안전하고, 차별 없는 적용이 되어야 진정한 목적을 달성할 수 있다. 블록체인은 모든 거래가 공개 되어 있는 장부인 블록에 일정량의 거래가 저장된다. 또한 모든 거래는 조작이, 불가능한 블록으로, 연결된 체인으로 저장이 된다. 이러한 블록체인은 거래의 편리성과 해킹의 위험에서 안전하다고 한다. 그렇다면 우리나라의 부동산 등기 제도의 문제점으로 지적되고 있는 등기 관련 장부의 보관이나 정보의 오류로 인한 부실등기와 관련된 사항을 블록체인을 활용하여 저장한다면 더욱 선진화된 등기제도를 구축할 수 있을 것이다. 현재 우리나라의 부동산 등기제도의 디지털화로 인한 정보의 유출이나 인증의 문제, 또는 부실등기로 인한 문제점을, 방지함으로써 등기의 정확성을 높이는 것이 필요하다. 부실등기가 줄어들면 권리자는 진정한 공시를, 통하여 자신의 권리를, 더욱 보장받을 수 있게 되고, 부동산 등기를 신뢰하고, 거래한 사람들도 예상치 못한 손해를 미리 예방할 수 있게 된다. 따라서 본 연구에서는 우리나라 부동산 등기제도의 현황을 부동산 거래안전 측면에서 분석하여 현행, 부동산 등기제도의 문제점과 과제를 블록체인을 활용하여 현행 부동산 등기제도의 발전 방안에 대한 시사점을 얻고자 한다.

영문 초록

In order to make transactions safely with existing virtual currencies, people had to go through middle relay companies such as banks, credit card companies and PayPal, and they had to enter too much personal information to make payments, which is highly likely to cause security problems. Thus, although blockchain-related technologies, have been developed since the 1990s, they have not been applied in practice. It is more than real estate system to ensure that the right and the real rights of the right-to-right rights meet, each other, and it is necessary to increase the accuracy of the registered system by preventing the absence of insolvency. The rights of the Republic of Korea are the right ones. They will be able to get more guarantees, and those who trust and deal with the real estate register will be able to prevent the damage. Therefore, the study will analyze the current real estate system s status in terms of real estate transactions, and use a blockchain to gain implications for the development of current real estate systems.
