제주국제자유도시 투자지원제도 개선방안

국문 초록

본 연구에서는 투자지원제도의 일반적인 개념을 정리하고, 대표적인 투자진흥지구를 운영하고 있는 제주특별자치도의 투자지원제도를 검토하면서 국내의 경제특구 및 아시아 주요국(일본, 홍콩, 싱가포르)의 투자지원제도와 비교 연구를 진행했다. 이를 통해 투자지원제도 문제점을 도출하여 그 개선방안을 제시하였다. 연구 결과, 투자지원제도가 적용되는 한국의 경 제특구는 아시아 주요국과 비교하여 산업용지 가격, 임금수준 등 생산요소 경쟁력이 떨어지며, 법인세율은 높은 반면 세제감면 인센티브는 낮은 점이 외국인투자 유치의 부진 원인이 되고 있다. 또한 제주투자진흥지구의 경우 세제감면 등의 혜택을 누리면서도 사전계획이 이행되지 않는 등 많은 문제점이 발생되고 있다. 따라서 외국인 투자를 촉진하기 위해 제주투자진흥지구에 입주하는 국내기업에 대해 아시아 주요국의 특구에 적용되는 투자지원제도에서 외국인투자기업과 동일하게 세제 및 자금 지원이 필요하다. 물론 외국인투자에 있어서 규모별 일괄적인 세제감면 인센티브 적용은 특구별로 동일 투자 프로젝트에 대해 과당 유치경쟁이 벌어지고 있어 투자유치의 협상력이 떨어 질 수 있다는 문제점이 있다. 그러므로 특구에 따른 지역별․산업별로 인센티브를 차별화하는 방안을 함께 강구해야 할 것이다.

영문 초록

In this study, the general concept of the investment promotion support system is summarized and the investment promotion support system of Jeju Special Self-governing Province, which introduces and operates representative investment promotion district, We will carry out comparative studies with investment support system. This suggests the promotion and improvement plan of investment attraction support system. As a result of the study, Korea s economic special zones, which are subject to the investment support system, are inferior in competitiveness of production factors such as industrial land price and wage level compared to other major Asian countries. The corporate tax rate is high and the tax incentive reduction incentive is low. And the Jeju Investment Promotion District has suffered from the problem that the plan is not fulfilled while enjoying benefits such as tax breaks and reductions due to long-term investment delays. Therefore, the incentive for taxation on domestic companies in the Jeju Investment Promotion Zone is needed to revitalize the central functions of attracting foreign investment, as it is necessary to provide tax and financial support as well as investment support system applied to special zones of major Asian countries. The incentive for comprehensive tax breaks by foreign investment scale should be differentiated by region / industry as incentive competition for the same investment projects may occur and the negotiating power of investment attraction may be lowered by other special zones in Korea.
